Huchi Lora receives 2016 Journalism Award
President Danilo Medina presented the National Journalism Award to journalist Luis Eduardo (Huchi) Lora at a ceremony at the Presidential Palace on Thursday, 8 December 2016. The award honors 50 years of his work as a journalist. The award was announced in July. While Lora began his career in print, in recent years he moved on to produce TV and radio programs.

Upon receiving the award accompanied by his large family, Lora recalled the contribution journalists have made to the restoration of the Bah?a de las Aguilas protected beach areas in the southwestern province of Pedernales.

Farm recovery funds
Central Bank governor Hector Valdez Albizu has announced that banks can use RD$5.06 billion from banks and RD$1.5 from the governmental BanReservas cash reserves for lending to farms affected by the floods of October, November and December 2016.

The announcement will benefit farmers in the 15 provinces that the governor has declared in a state of emergency. The money will be available with restrictions as of Monday, 12 December.

Companies get quota to hire persons with disabilities
According to the National Household Survey (EnHogar 2013), 7% of the Dominican population has some sort of disability and 66% are jobless. The passing of a new disabilities ruling intends to correct this situation with the implementation of Disabilities Law 5-13. The ruling for Disabilities Law 5-13, dating back to 2013, was finally passed on Monday, 5 December 2016.

The ruling, which was drawn up by the National Council for Disabilities (Conadis), establishes that Conadis, the Ministry of Labor and the National Social Security Council (CNSS) and the Ministry of the Presidency, and Ministry of Economy and Planning now have 18 months to prepare guidelines for the creation and operation of Centers for Protected Jobs for business and government employment of people with disabilities.

The ruling also gives the Ministry of Labor and Ministry of Public Administration, in coordination with Conadis, 18 months to establish the procedures for penalties for employers that do not comply with the new ruling.

Law 5-13 complements Law 21-91 on rights of people with disabilities, and General Law on Disabilities 42-2000.

Companies with 25 employees or more will be obliged to hire a minimum of 2% people with disability within three years. In government offices, the quota is 5% of their workforce.

Government is given two years to be ready to meet their quota of jobs for people with disabilities.

Business and government offices are also required to make the structural changes necessary for accessibility for this segment of the population. The ruling encourages working from home as a strategy for employing more people.


World Bank vice president visits
The World Bank vice president for Latin America and the Caribbean, Jorge Familiar, will be arriving in the country for a two-day visit on Monday, 12 December 2016. He will meet with national authorities on future contributions aimed at reducing extreme poverty. The Quality of Education Project will be announced during his visit. The World Bank will be lending the country US$50 million to improve pre-university education levels.

Jail named after Dominican in Guatemala
The government of Guatemala has inaugurated its first model jail and has named it Academia del Modelo Penitenciario Profesor Roberto Santana in honor of the Dominican university professor who advised the country on improving their prison system. Santana, a former rector at the state UASD University, has been a leading figure in the Dominican Republic’s prison reform system.

TSA announces Conep vs. transporter decision for 15 December
Conep has been challenging actions taken by transporter associations to control cargo and transportation in the country. Following the hearing on Thursday, 8 December 2016, the TSA said it would announce its opinion on Thursday, 15 December 2016.

While cargo transporters went on strike in protest for the business advocates legal motion, the Superior Administrative Court (TSA) held the hearing of the National Business Council (Conep) demand that government departments fulfill the laws and rulings on transit and free business in the Dominican Republic.

During the hearing, lawyers for the ministries of Labor, Industry and Commerce, Defense, Interior and Police and Tourism, the National Police and the Technical Transport Office (OTTT) said that the Conep affiliates want part of the cake. They denied that Conep’s rights have been violated and said there are other ways for them to make their complaints.

The lawyers representing Conep presented their case. They are asking the TSA to order the Ministry of Labor to carry out an in-depth investigation into the federations, confederations and cargo and passenger transport unions to verify whether their composition meets Article 317 of the Labor Code.

They are also asking the TSA to order the Ministry of Labor to establish mechanisms to ban or prevent price-fixing by any type of federation, at both national and regional levels for cargo or passenger transportation.

They also want the controls or checking and verification points established by the cargo and passenger transport providers to be eliminated at ports, industrial parks, hotels and commercial establishments and that this type of mechanism or others that are similar should be prohibited.

Conep seeks an end to the monopoly that the federations of transporters have maintained for years with government lenience. Conep is calling for an end to what it describes as abuses and anti-competitive practices in the transport sector.

Conep is calling for government entities to fulfill their roles, established by law, to ensure minimum quality levels in transport services, prevent confrontations between unions for the control of routes and ensure that any person or business may enter the transport market without the requirement of being an affiliate of one of the established transport federations.

Retired General John Kelly to Homeland Security
The expected appointment of John Kelly to head the Homeland Security Department in the United States could be good news for the Dominican Republic. Retired Marine Corps General John Kelly is no stranger to the country as he endeavored to work with local authorities for many years on improving security when serving as commander of the US Southern Command.

Kelly has visited the country on several occasions and was a vocal advocate for Dominican causes like more support for fighting drug trafficking and the heavy burden of mass Haitian immigration on the Dominican Republic going beyond the capacity of Dominican resources.

Prior to retiring in 2015, Kelly was critical of the United States for disengaging from the Central American and Caribbean region and from the world in general. At the time, he highlighted what he believed were mistakes in the lack of US support for the region, saying that regional leadership was frustrated by what they perceived as the low priority the US government gives to the Latin American region in national security and foreign policy agendas, which in his opinion was especially puzzling given the shared challenge of transnational organized crime.

“The drug trade - which is exacerbated by US drug consumption - has wrought devastating consequences on many of our partner nations, degrading their civilian police and justice systems, corrupting their institutions, and contributing to a breakdown in citizen safety. The tentacles of global networks involved in narcotics and arms trafficking, human smuggling, illicit finance, and other types of illegal activity reach across Latin America and the Caribbean and into the United States, yet we continue to underestimate the threat of transnational organized crime at significant and direct risk to our national security and that of our partner nations. Unless confronted by an immediate, visible, or uncomfortable crisis, our nation’s tendency is to take the security of the Western Hemisphere for granted. I believe this is a mistake,” he told the Senate in 2015.

“We should remember that our friends and allies are not the only ones watching our actions closely, and in the meantime, drug traffickers, criminal networks, and other actors, unburdened by budget cuts, cancelled activities, and employee furloughs, will have the opportunity to exploit the partnership vacuum left by reduced U.S. military engagement," he told the US Congress in his final address.

Special security at Cibao airport
The Police Cibao regional command has announced that as part of a joint operation with the Specialized Tourism Security Corps and the Ministry of Public Works it has increased vigilance on the road from the Cibao International Airport to the city of Santiago. Four patrols have been added to the routine security contingent. The additional security measures will remain in place until 13 January 2017.

The measures are being taken in order to prevent robberies of people returning to the country for the holidays with cash and gifts. The security corridor will be working 24 hours a day to guarantee citizen safety, according to the regional command.


Banco Ademi claims as theirs money found in garbage dump
San Crist?bal prosecutor Diomeris Soto has confirmed that a branch of the Banco Ademi in San Crist?bal has submitted a claim for an unspecified amount of money. The claim is being linked to the around a million pesos that a garbage scavenger, Darlin Franco, reportedly found at the Do?a Ana garbage dump in San Crist?bal.

The case went public when the scavenger complained that the police had taken RD$500,000 of the money that he said he had found in a black plastic bag at the dump, as reported in Diario Libre.

The newspaper reports that Lieutenant Colonel Jose de Oleo Herrera, Mayor Jose Francisco Valera and Captain
Luis Medrano are under arrest at the San Cristobal police headquarters in connection with the case.

Police spokesman General Nelson Rosario said that the Police would soon be making a public announcement on the results of the investigation.

No, no to Casa del Roc?n
The Ministry of Environment has imposed a fine of 10 minimum wages on Russian citizen Pavel Tevnovoy for building within the 60-meter beachfront in Cabarete without authorization. As reported, Tevnovoy built a septic tank within the 60 meters, a swimming pool and a fence as part of his 1,250 square meter property. The Ministry of Environment has announced the closure of the septic tank, the pool and the fence, to restore the area to its previous state as part of the 60-meter beach zone.

The property is on the road to Playa Encuentro, west of Cabarete Beach.

Construction of the house, which begun in 2014 has met with opposition from regional organizations given the violation of zoning rulings for the area. The owner received the go-ahead from Gabriel Antonio Mora in 2012, when he was director of the Cabarete district board.

Neighbors catch thieves red-handed
Neighbors in an apartment building in Los Proceres in Santo Domingo noticed that a robbery was underway on Sunday, 4 December 2016, and between them were able to detain the thieves until the Police arrived. The actions were recorded as evidence for the authorities.

On Thursday, 8 December 2016 Judge Solange V?squez sent the accused, 18-year old Leonidas Antonio Santana Mercedes (Trucut?), 25-year old Javier Alberto Valdez Ortiz, 20-year old Michel Estarlin Jorge and 24-year old Jorge Eduardo Rodr?guez to pre-trial custody. They are being held at the Palacio de la Justicia in Ciudad Nueva jail.

Police Spokesman General Nelson Rosario said that three of the men had been already arrested for several robberies in Santo Domingo and La Romana.

Residents in the building noticed the robbery and saw that a fourth man was waiting in a vehicle below. The Police took possession of the vehicle as evidence in the robbery.

The apartment owner, Victor Reynaldo Tejada Ciprian, was attending a birthday party nearby when the robbery took place on Sunday. He said that he was tipped off by his nine-year old son, and called his neighbors who caught the robbers red-handed and held them until the Police arrived.*The incident was recorded on the condominium’s surveillance video.

Christmas story play again at Banco Popular
Banco Popular has announced a live performance of the Christmas story in the parking area of the Torre Popular on Av. John F. Kennedy corner Av. M?ximo G?mez in Santo Domingo. The performances will take place on Sundays, 11, 18 and 25 December 2016 starting at 6:30pm. Most of the actors in the play, a 25-year strong Christmas tradition, are employees of the Banco Popular.


Singing Christmas tree at Agora Mall
Agora Mall will be hosting Christmas caroling again this year with the singers forming part of a gigantic Christmas tree in the central atrium of the mall.

The Christmas tree, now in its third year, has won a prize from the International Council for Shopping Centers. 50 choirs have been invited to perform throughout the Christmas season. Performances will take place from Thursdays to Sundays at 6pm through Monday, 9 January 2017. The mall also has Santa’s House, an area where Santa Claus is available for picture-taking on Thursdays and Fridays from 5 to 7pm and Saturdays and Sundays from 2 to 8pm. Agora Mall is at the corner of Av. Abraham Lincoln and Av. John F. Kennedy in Santo Domingo.


Hard Rock Live merengue bash for 31 December
Johnny Ventura, Conjunto Quisqueya and Wilfrido Vargas will take the stage of Hard Rock Live in Santo Domingo on 31 December for a New Year’s Eve all-night concert. The restaurant will be open for evening dining a la carte.
