If so how did you handle the apostille problem. They keep on requiring it through the web but appearantly apostilles don't exits in Belgium.

Would assume they could answer your question. Canada isn't a signatory of the convention either and what we do is request a certified copy of the document at the embassy then have it translated and legalized at the Cancillería in Santo Domingo. I assume it would be similar for Belgians.

I just talked to a Belgian lawyer specialized in this affairs, apostille doesnt exit in Belgium. Later talked to the Belgian consul and the solution is as Kate wrote.

They finally understood the problem between DR and Belgium. 
(Belgium opposed to DR being part of the 1961 apostille agreement and therefore the two countries don't accept nor hand out apostilles.
So I am almost done, without any lawyer! Took me about three months though.

La Convención sobre la Apostilla tiene efecto solamente en países que han suscrito el mencionado instrumento, los que actualmente son 1121. Aunque la mayoría de los países miembros de la convención aceptan las Apostillas de todos los demás países, existen algunas excepciones. Hay países que han adherido con reservas y no aceptan las Apostillas de ciertos países miembros. Por ejemplo, Bélgica no reconoce las Apostillas otorgadas por República Dominicana, ni vice versa. En el caso de Chile no existen estas limitaciones.




Respecto de países que no sean miembros de la Convención sobre la Apostilla, se debe usar el procedimiento tradicional de múltiples etapas.

Hi Kate. I found out that the case of Belgium and Canada is different. The only country for which Belgium does not provide apostilles is DR. Because of a 1961 conflict.
It is all sorted out now. Cancilleria legalized it.

Finished everything this week. Whole day in Migracion, paid 28.500 pesos. Medical next day, and done. Not to bad. No lawyer needed.

If Belgium doesn't offer Apostille service, then you need to send the documents to the Dominican embassy to legalize and when arriving in DR you need to get them again legalized at the Chancilleria in Santo Domingo.

That is one way of doing it. It can also be certified at the Belgian Embassy or consulate, then translated and legalized at the Chancilleria.
