Dr Guzman, in accordance with their legal base, law 285-04 and Reglemento de Aplicacion 631-11, could DGM in theory issue now one off only extensions to permitted Tourist Card 30 day stays and Tourist Visa stays of 60 days, by a maximum of 60 days by application (631-11 Article 83 Parrafo 1) and so maintain the migratory legal status of those tourists?

Unfortunately, theory and practice are often two vastly different things in the DR. I did see on another thread where Dr Guzman stated that Migracion handles such requests on a case by case basis with no strict procedures currently be followed.
