Customs Agency ready for one stop shop
The Customs Agency (DGA) announces that as of middle of March 2017, businesses will benefit from the new one stop shop for foreign trade (VUCE). Customs officers together with other government agencies involved in the control of imports, exports and transit are working in coordination through a single electronic system. The system will significantly speed up customs clearance and minimize corruption. 

The “One Stop Shop” system is one of the most effective solutions to facilitate the international flow of goods, by reducing the number of import and export steps while simplifying procedures and minimizing the human factor in the passage of goods through the customs. 

To disseminate the new procedure to the general public, the Customs Agency coordinated a meeting with representatives of 60 farm exporters and government officials of different agencies 

The VUCE program will be the only government import / export program businesses will need to receive permits for the export, import and transit of merchandise as part of the Customs Integrated Management System (SIGA) at the DGA. 

For Customs, the launching of VUCE is a vitally important tool to facilitate commerce,” stated Enrique Ramírez Paniagua, in a press release from the DGA.

Presidency begins campaign to lower noise
The Presidency and the 911 Emergency System has begun to air a nationwide campaign to create awareness about the damaging effects of loud music. The campaign: “Bajale un chin a esa bulla” (Lower the Noise a Little Bit) is targeted to young people who prefer their music loud. 

One story line shows youths opening the trunk of a vehicle, full of speakers, so the music can be heard louder. Nearby a baby awakens, frightened and begins to cry unconsolably. The mother tries to comfort her son to no avail. The scene is part of the daily lives in many neighborhoods. 

The campaign seeks to create empathy for others that have the right to enjoy the tranquility in their homes and alert as to the consequences of sonic contamination on the brain. 

Since January 2015, the 911 Emergency System has been carrying out operations to counter disturbing noises. 

In January of this year only, the 911 System received 9,390 noise complaints. Of these, 8,755 were complaints regarding loud music. The use of loudspeakers in residential settings of more than 60 decibels is prohibited after 7 PM.

Promotions at the National Police
More than 4,000 police officers were promoted effective 27 February 2017, announced the director general of the Police, Mayor General Nelson Ramón Peguero Paredes. The promotions mean the agents will receive significant wage increases as part of the general wage improvements this year. 

The announcement included 1,426 police officers that were promoted from private to corporal, 557 from corporal to sergeant, 710 from sergeant to sergeant mayor, 747 from sergeant mayor to second lieutenant, and 544 from second lieutenant to first lieutenant. 


Pina Toribio to Argentina, Caraballo to UN
President Danilo Medina appointed long-time Executive Branch legal advisor Cesar Pina Toribio the new Dominican ambassador to Argentina. Pina has a doctorate in law and has been an advisor to several international organizations, including United Nations entities. 

Likewise, Francisco Caraballo was named ambassador to the United Nations. Caraballo has a master’s in international relations, and is a graduate of the Georgetown University in Washington, D.C. 

The appointments are in Decree 46-17.

Taiwan donation to promote bamboo manufacturing
The government of Taiwan has donated US$222,886 to the Presidency program, Special Fund for the Agropecuarian Development (Feda) to promote the industry of bamboo in the Dominican Republic (Probambú). 

In a ceremony attended by representatives of the public and private sector agencies and organizations, the Taiwan Ambassador, Valentino Tang, delivered the donation. He said the funds will be used to foster quality manufacturing using bamboo as a sustainable raw material. The new program will promote a species of bamboo that can be used for house construction.

Pedro César Mota named head of CEA
President Danilo Medina appointed Pedro César Mota Pacheco, former governor of San Pedro de Macorís, as director of the State Sugar Council (CEA). He replaces José Joaquín Domínguez Peña. 

The CEA is in the public spotlight after a conflict of interest within the organization escalated, allegedly leading to the murder of two radio broadcasters early in February 2017, by a victim of the administrative entangling at the CEA.  Domínguez had been suspended after the deaths of broadcasters Leonardo Martínez and Luis Manuel Medina of a San Pedro de Macorís radio station. The murder was said to have been committed by José Rodríguez, who authorities say committed suicide after being persecuted by the Police. 

In the same Decree 47-17, President Danilo Medina appointed Luis Miguel Piccirillo governor of San Pedro de Macorís. 

Nuria Piera, the TV investigative journalist who has been covering similar irregularities as those that caused the death of the two broadcasters prepared compilations of her 17 years of coverage of corruption at the State Sugar Council (CEA).

Dominican Bar president urges better preparation of corruption cases
The president of the Dominican Bar Association (CARD), Miguel Surun Hernández called the attention of the Dominican government to the recent US Human Rights Report issued by the US State Department and called for changes in the way the government deals with fighting corruption. 

Surun Hernández said there is a need to strengthen the mechanisms for gathering evidence. “We have failed in punishing administrative corruption because the cases that have gone to trial have been flawed and as a result, the charges are often vacated by the courts,” he said. He stated: “Regrettably, in the Dominican Republic we get very bad grades in the matter of persecuting corruption. Our country has had a poor track record in bringing strong cases against officials that have abused their positions in order to enrich themselves. This must change. Impunity cannot be allowed to continue that benefits corrupt officials who are getting away with committing crimes," he said.

Surun made the remarks prior to participating in the Constitutional Law and Democratic Participation Congress at the state university. 

The US State Department report in its Section 4 on corruption and lack of transparency in government states that while Dominican law provides criminal penalties for official corruption, the law is not implemented effectively. The report highlights that government corruption remains a serious problem and public grievance. It reports that credible NGOs have noted that the greatest hindrance to effective investigations is a lack of political will to apply the law and prosecute particularly high-level politicians.

The report uses the case of former minister of public works Víctor Díaz Rúa as an example of this problem.  A detailed government audit revealed financial mismanagement and millions of dollars in unauthorized bonuses, but the Supreme Court of Justice ordered the case definitely filed on 8 September 2016.

Accused pedophile found at it again
Francisco Javier Occi Reyes, the former church deacon who was accused of being the contact for known pedophile, the late Vatican nuncio Josef Wesolowski, is due to stand trial a second time. He is again accused of sexual abuse of a minor. The case was postponed for 16 March 2017 at the Second Penal Court of the National District when Occi Reyes did not appear for his hearing. 

Occi Reyes was accused of assisting Wesolowski in entrapping the young victims of sexual abuse. Occi Reyes was arrested in June 2016, months after having been released from custody for a similar crime as that he is accused of now.

Fumigating pilot dies in crash
José Ernesto Rosario, a pilot who was conducting aerial spraying of fields in Villa Tapia, Hermanas Mirabal province (Salcedo), died from severe injuries received when his plane crashed on Saturday, 4 March 2017. Preliminary reports from the director of the Commission for Investigation of Aviation Accidents (CIAA), Colonel Emmanuel Souffront Tamayo indicate the crash occurred when the single engine craft became tangled in cables of a telecom antenna in the area. 

Rosario was a former Air Force pilot. He was the sole occupant of the air craft. Souffront Tamayo called for an in depth investigation into the accident. 

Shortly after the death of the pilot, it was known that his mother, Guillermina Álvarez, who was terminally ill, also died. The news story does not indicate if the mother had been told about the death of her son.

Evidence presented in Mateo Aquino Febrillet case 
After 13 delayed sessions, the National District prosecutors were able to conclude the presentation of evidence for the opening of the case against former president of the truckers association Fenatrado, Blas Peralta. Peralta is accused by the National District prosecutors of the murder of former rector of the state university, Mateo Aquino Febrillet. 

The next hearing will be on 13 March 2017, when the conclusions of the lawyers of Blas Peralta and accused accomplices Geraldo Félix Bautista, colonel Rafael Herrera Peña and Franklin Vanegas will be presented. 

The case is being presided over by Judge Rigoberto Sena of the Sixth Instruction Court. The Public Ministry will be given an opportunity to respond and reply to the allegations outlined by lawyers for the defense. The judge then will decide on whether the case will go forward and if so, the date for the trial to begin.

Inés Tolentino paintings at the Museum of Modern Art
Museum of Modern Art presents “Inés Tolentino 10 Years,” a retrospective of the young artist with 80 paintings and drawings carried out from 2007 to 2017. The exhibition will be open through the middle of April on the second floor of the Museum located in Plaza de la Cultura. The exhibition is organized by the Ministry of Culture and the Museum of Modern Art. The Museum is open from Tuesday to Sunday from 9am to 5pm.


Guitar music at the Conservatory
The National Music Conservatory presents Festival Guitarreando with the participation of US musicians Alex Komodore, Michael Vebers and Excier Rodríguez. The event is free at 9am on 7, 8 and 9 March 2017.


Bad Women at the Palacio de Bellas Artes
“Malas”, an irreverent comedy that delves into the complexities of women from the perspectives of mothers, friends, sisters, enemies and lovers is coming to the stage. The play, starring Iris Chacón, Charytín Goico, Yolandita Monge, Giselle Blondet, Luz García, Zuleyka Rivera, Maripily Rivera and Milagros German, is directed by Gilberto Valenzuela and produced by Lorna Otero. 

The play will be performed from 10-12 March 2017 at the Palacio de Bellas Artes. Tickets for sale at Uepa Tickets, Jumbo and Supermercados Nacional for RD1,500 and RD$2,000.

Venezuelan singer-songwriter Ricardo Montaner and Mexican Latin pop duo Sin Bandera are booked for Saturday, 18 March 2017 at the Palacio de los Deportes. Tickets are available online at Uepa Tickets, Jumbo and Supermercados Nacional for RD$2,000, RD$3,000, RD$5,000 and RD$8,000.
