Ministry of Education announces co-management of Catholic schools
Minister of Education Andres Navarro and Monsignor Gregorio Nicanor Peña Rodríguez, the president of the Dominican Episcopal Conference and bishop of the La Altagracia Diocese, have signed 35 cooperation agreements for the co-management of 127 Catholic schools in the Dominican Republic. In a press release, both parties stressed that the agreements create a strategic alliance to improve the quality of education in both knowledge and values.

The agreement will allow for the director of the school and the curriculum supervisor to be named by the Catholic Church. However, the teachers in the Catholic schools under the agreement must fulfill the professional requirements established by the Ministry of Education before they can be hired.

It is agreed that the Catholic schools will continue to allot a monthly subsidy to other church entities.

Already several of these schools are operating under Ministry of Education public school guidelines.

Ambassadors to Honduras and Sweden named
President Danilo Medina confirmed the appointment of the new ambassadors in Honduras and Sweden in Decree 215-17. Spokesman for the Presidency, Roberto Rodríguez Marchena, said lawyer, politician and writer Marino Berigüete was named ambassador in Honduras. He is a former Dominican ambassador to Paraguay. Berigüete is a member of the PRSC opposition party.

Former Dominican ambassador to Unesco (1997-2000 and 2004-2010), sociologist Laura Faxas was named Dominican ambassador in Sweden.


Criticizing business interests proposing Supreme Court justices
The dean of the Law School of the UASD state university, Antonio Medina Calcaño, warned that members of the National Business Council (Conep) should not be able to propose candidates for the replacement for the Supreme Court of Justice. Interviewed on La Super 7 en la Mañana radio talk show on 107.7FM, the university professor said that there could be conflicts of interests in their recommended candidates.

He said the same criticism that is valid when people say that judges should be apolitical should be applied to judges not having ties to private business interests. Medina said that capacity and separation from economic and political party conflicts of interests should prevail in the choice of the judges. He said it could be damaging that the business sector has its favorite judges because many cases are heard by the Court that involve business interests.

The receiving of proposals for four Supreme Court of Justice (SCJ) judges and 5 Superior Electoral Court (TSE) judges and their replacements are open through 1 July 2017. Of the four Supreme Court judges, three need to be career judges.


All Odebrecht works but Punta Catalina have stopped
Odebrecht, the Brazilian construction company, has laid off around 3,900 workers in the Dominican Republic in the last few days and as a result almost all of the construction works they are carrying out have been suspended.

The works affected are the Piedra Blanca-Cruce de Ocoa road, roads in Santiago de los Caballeros and the Maritime Terminal Sabana de la Mar-Samaná. Now, the only project still under construction is Punta Catalina thermoelectric central in Peravia province.

The stopping of the works has happened, according to a source, as Odebrecht has not been paid by the Dominican state for these jobs.

Time is running out for Odebrecht appeals
On Thursday, 29 June 2017 at midnight, the time period for filing appeals for those accused in the Odebrecht bribe case comes to an end. The appeals are expected to be against the coercive measures handed down by Supreme Court Judge Francisco Ortega Polanco.

The first appeal was filed last Friday, 23 June, by the defense lawyers of the ex Minister of Industry and Commerce Juan Temístocles Montás, against his remand in custody. His attorneys, Doctors Alejandro Rodríguez, Luz Díaz Rodríguez and José de Jesús Bergés said that the judge’s decision was a violation of the due process of the defense, dignity of the person and the presumption of innocence during the process.

The lawyers for the president of the Revolutionary Modern Party (PRM) Andrés Bautista, filed their appeal against the six months on remand in jail on Monday 26 June 2017. Lawyer Carlos Salcedo is asking for the coercive measures to be annulled, alleging that the Public Prosecution Service distributed videos of the arrest of Bautista that violate the rights of the defense of their client.

The lawyers for the other accused men have said they will also appeal against the coercive measures before the deadline is up.

Pharmacies protest medical plans selling drugs
The Union of Pharmacies that represents around 4,000 pharmacies nationwide rejects the government plan to allow that health plan managing companies (ARS) get involved in the business of selling drugs. The pharmacies believe the health plan companies would constitute unfair competition.

The Union of Pharmacies say the proposal is included in the Plan Piloto de Politica Farmaceutica prepared by the Direccion General de Medicamentos, Alimentos y Productos Sanitarios of the government. The proposal calls for strengthening the commercial role of the health plan management companies and establishes that the sector be free to establish their own network for selling pharmaceuticals.

Ciudad Juan Bosch is off limits to those making under RD$65,000 a month
Ciudad Juan Bosch, the mega city under construction in eastern Santo Domingo with the backing of the Medina administration, is only affordable for those making upwards of RD$65,000 in income a month. The government says that already 7,000 of the 25,000 dwellings contemplated in the 3.2 million square meter apartment city have been sold. These 7,000 housing units are still under construction.

MetroRD reports that more than 80% of the formally employed people in the Dominican Republic make under RD$25,000 a month. Of those 74.7% make less than RD$15,000 according to data from the Tesorería de la Seguridad Social in November 2017. These are the people that need housing but would not be able to afford a dwelling in Ciudad Juan Bosh.

This means that 80% of those that have a formal job do not qualify for one of the government apartments in Ciudad Juan Bosch, says the Ciudad Alternativa civic group that seeks to reduce the housing deficit. The financing terms call for a 20% down payment, and 80% is financed at an interest rate of 8% a year, fixed for 20 years. The government is contributing the land and paying the ITBIs tax.

Ciudad Alternativa says that the apartments have been selling to Dominicans living abroad because so many locals cannot afford them.

The Medina administration has promoted the project as a solution to the housing deficit. Recently, Minister of the Presidency Gustavo Montalvo announced the construction of two schools and a hospital in Ciudad Juan Bosch and the start of a 911 Emergency System security monitoring.

Source of major fire investigated
The fire brigade in the National District and police explosives’ experts have begun to investigate the cause of a fire that damaged the three-story warehouse of the Hiper Uno supermarket, located on Duarte Avenue, near 27 February in Villa Consuelo. Losses in millions are estimated.

12 fire engines from the Fire Brigade were needed to bring the blaze under control. Brigade head, Rafael del Rosario, said that the fire began around 5pm and was still going strong late into the evening.

An investigation is ongoing into what could have started the fire.

Venezuelan arrested in possession of dollars
Members of the security forces and the National Drug Control Agency (DNCD have confiscated US$100,000 from a Venezuelan who was trying to take the money out of the country illegally.

The Venezuelan, Cirilo José Reyes, was about to board flight 2967 of Laser Airlines, bound for Caracas on Sunday, 25 June 2017, when the money was detected by x ray machines at the immigration exit. The money was in a cardboard box packed inside his luggage.

Reyes is now being questioned by authorities to see where the money came from.

Hearing on coercive measures delayed in case of Dutch executions
A judge in El Seibo has delayed a hearing on coercive measures in the case of the two murdered Dutchmen until next Thursday, 29 June 2017.

In relation to the case, Erick Padron, from Spain, was arrested in a villa in Casa de Campo in La Romana and is said to be associated with the murders. The delay in the hearing is due to his lawyers asking for more time to read the file prepared by the Public Prosecution service.

The press tried to speak to Padron who refused to give any statement until he had spoken to his lawyers, only saying he knew nothing about the incident.

He has been linked to the deaths of Dutchmen 34-year old, Rachid Benbouker, and 36-year old Cuma Ceviz, 36, who were murdered execution style and dumped in a ditch in Mata de Palma, El Seibo. It appears they were killed by paramilitaries from Curacao and are suspect to have been heads of an international drug dealing ring in the east of the country. The victims are suspect to have been murdered after being involved in the recent seizing of more than a ton of drugs by the authorities in El Seibo and Juan Dolio.

It appears that the victims arrived on Monday, 12 June and stayed in the villa in Casa de Campo on Monday 12 June. On Wednesday 14 June, the hit men from Curacao arrived. Benbouker and Ceviz were killed on the night on Monday 19 June, and the individuals from Curacao reportedly left the country on Tuesday 20 June. An arrest warrant has been issued by Interpol for the suspects form Curacao.

Blas Peralta trial delayed again
On Monday, 27 June 2017, the First Collegiate Court of the National District remitted for Thursday, 29 June 2017 the opening of a background trial on the murder of the former president of the Autonomous University of Santo Domingo (UASD), Mateo Aquino Febrillet. The president of the Fenatrado truckers union, Blas Peralta, is accused of the murder. The rescheduling occurred after Peralta's defense issued a formal objection, claiming that the judges have been colluding with the prosecutors.

Last week, the trial was delayed after the defense said the lead lawyer was suffering from conjunctivitis.

While the Court of Appeals decides whether the judge should be replaced, the court was adjourned with the next hearing was set for next Thursday. The presiding judge, Ingrid Fernández, said that there was no legal reason to replace the other judges, Claribel Nivar and Leticia Martínez.

In addition to Peralta, Rafael Herrera Peña, Gerardo Felix Bautista and Franklin Venegas Rivas are accused of being accomplices in the death of the professor.

Yeni Berenice Reynoso, National District prosecutor observed as she left the courtroom: “It is very easy to be fearsome on the streets and then cowardly in court.” She said that Peralta and his defense have done all that they can to prevent the start of the process to the point where the legal defenders are no longer his defense lawyers, but rather accomplices in the actions of the accused.

Police arrest two army officers for stealing goats
The Police in Santiago on Monday, 26 June 2017 arrested two Army officers and accused these of stealing three goats from a farm that was under the custody of state prosecution in Laguna Verde, Montecristi. The army officials were in the company of two women.

The army officials were identified as 43-year old first lieutenant Gabriel Valdez Valdez who resides in Pedro Brand and 37-year old second lieutenant Carlos Méndez Medina who resides in Santo Domingo Este. The women are 22-year old Marieli Liberato Gómez and 38-year old Armari Gil Hernández. The group was riding a Toyota Hilux pick up without license plate.

The Police says the animals were sacrificed. The arrest took place after residents in Laguna Verde placed the claim to the Police.

Matos Berrido resigns Lidom presidency
The 26-year-long term of Leonardo Matos Berrido at the helm of the Dominican Professional Baseball League (Lidom) is coming to an end. After the top officials of the Licey Tigers and the Escogido Lions expressed opinions that the time was ready for a new president, Matos Berrido has handed in his resignation letter. “I say farewell with the satisfaction of duty fulfilled,” he wrote. “I hope that those that replace me can carry out what I have not been able to.”

A report in El Día says that he resigned knowing that he would not be able to again win the election scheduled for 11 July 2017. While originally the Licey and the Escogido supported his departure, latter the Gigantes del Cibao and the Estrellas would join the bid for a change, meaning Matos Berrido would have lost the election 4-2. A source told El Día that only the Aguilas Cibaeñas and the Toros del Este were firm on their vote for Matos Berrido.

There are several candidates for the position. Among these are lawyer Vitelio Mejía Ortíz, who is at present the vice president for legal affairs of Lidom; Jorge Dargam and Arturo Gil.

Vladimir Guerrero now a member of the Canadian Baseball Hall of Fame
Former Montreal Expos slugger Vladimir Guerrero was inducted into the Canadian Baseball Hall of Fame on Sunday, 24 June 2017. Having last played in 2011, Guerrero was eligible for election to the Hall for the first time this year. A nine-time all-star, he has a .318 career batting average. He was voted the American League’s most valuable player in 2004. Guerrero also played single seasons for the Texas Rangers and Baltimore Orioles.

The Class of 2017 also included Major League superstar Roy Halladay of the Toronto Blue Jays alongside long-time Baseball Canada president Ray Carter and legendary umpire Doug Hudlin. The 2015 gold-medal winning Pan Am Canadian Baseball team also made this year’s induction list.

“Each member of this year’s class has had a tremendously positive impact on baseball in Canada,” said Scott Crawford, the Canadian Baseball Hall of Fame’s director of operations.

National Choir summer concert
The Ministry of Culture is inviting to a free Summer Concert with the National Choir on Thursday, 29 June at 8:30pm at the Enriquillo Sánchez Auditorium of the Ministry of Culture on the Malecón. Guest performer will be Mike MacLenna and his digital organ and mezzoprano Glenmer Pérez. The choir is directed by Maestro Edwin Disla. On the program are: Selections from Requiem and Quatre motets sur des thèmes grégoriens op. 10 by Maurice Duruflé. Also works by Amadeus Mozart, Giuseppe Verdi, Rafael Hernández and others.


Nuestras Mujeres returns to the Sala Ravelo
The drama hall of the National Theater, the Sala Ravelo presents “Nuestras mujeres” (Our Women) directed by Manuel Chapuseaux with the performances of Henssy Pichardo, José Roberto Díaz García and Francis Cruz. The drama was staged in February to full houses and is now back for shows from 6-9 July 2017.
The story is about three friends who meet to play cards without suspecting the unfolding of an incident that would put their friendship to test.
Tickets are for sale at the National Theater box office and online at Uepa Tickets for RD$800. The shows are Thursday 6 to Saturday 8 July at 8:30pm and Sunday, 9 July at 6:30pm.
