I would think Natura Park would be fine. Nevertheless, if you are heavy into windsurfing, the best is in Cabarete, where people live and breathe windsurfing. If you are booked into a hotel in the East, forget about visiting Cabarete unless you decide to go by plane (about US$120 R/T.) Otherwise, it is like an eight hour trip. If windsurfing is important to you, you should switch and book into a hotel in Cabarete instead.
