I was back home from the wild west up north and in Santo Domingo at the weekend, and not once, not twice, but many times I saw PN riding about two up on their motorbikes with nice new standard issue black helmets. This was on 30 de Mayo, Independencia, Nunez and Sarasota. To see PN with black cascos and AMET with green cascos riding in tandem up Nunez was a sight to behold.
I have written before that in the central areas of SD, most motorbike riders now wear helmets even if some are not strapped on or without the lining and pillions are without protection, but clearly something has begun.
Back in the wild west, and as the majority know who live going north, nobody but AMET, even PN wear helmets and the motorcyclists risk their lives daily in all manner of madness.
