    We all know that there are two sets of rules here. One set for everyone else and some sort of hazy shadowy framework for the locals.
    The everyone else rules are very strict, harshly enforced, often change, and subject to high fines. The local rules are, well , no one is really sure exactly what they are as they are not enforced. A nice plus is you may change your status from everyone else to local by marrying a smart Dominican tigress. Just be sure she really likes you so you do not end up on the menu.

    That would be highly illogical. Yet somehow would make sense since this is the DR. I doubt it is true. Definitely need a lawyer to respond on that.
