The line that got me was It also indicates the record that 596 foreigners who returned voluntarily to their country by air with the assistance of the DGM. If it was voluntary, why did DGM get involved? Does this mean DGM paid their airfare? Not Haitians, as they'd be on a bus.

I like the approach of the DR in dealing with people on an individual basis rather than blocking all with a passport from certain countries or with Muslim sounding names . It is the way it should be done ,in my opinion. 9000 seems a lot in one month but I assume most were Haitianos or Venezuelans without proper documentation .
That Punta Cana is the most busy airport again is no surprise but what a dreadful airport it is ,,the number of passengers has grown so fast that the facilities and processes can not keep up. I had a weird dream last night ; thinking that if the provinces of Altagracia and la Romana decided to leave the DR ,that is all land east of the River Soco ,what would the DR government do ..the same situation that is now between Catalonia and the rest of Spain .Of course it will never happen as all Dominicans are proud of their united country.But the wealth is now in the east .

They're detained by DGM in their non-luxurious facilities until they coordinate and pay for their own flight out of the country, then they're escorted to the airport to ensure they leave. In some cases, they can be readmitted to the country once they've obtained the correct visa.
