The Tax Agency (DGII) announced it is working closely with the Chilean Tax Agency (SII) to fight tax evasion. Magin Diaz, director of the DGII, has estimated annual tax evasion at RD$84 billion.
On 30 October 2017, the director of the SII of Chile, Fernando Barraza Luego and Díaz for the DGII, signed a collaboration agreement in Santo Domingo. The DGII says that tax evasion in Chile is 20% and in the DR it is 45%.
Appointed in 2016, Díaz maintains that increases in tax categories or new taxes are not necessary if tax evasion is reduced.
The announcement comes at a time when an Oxfam study is circulating regarding wasteful spending in the Medina administration for upwards of RD$90 billion.

Economy grows 4% from January to August 2017
Central Bank Governor Hector Valdez Albizu met on Monday, 30 October 2017 with a mission of International Monetary Fund officials to review the economy. Valdez Albizu says that GDP in the Dominican Republic is showing a 4% growth from January to August 2017, with accumulated inflation through September 2017 at 2.42%.
Valdez Albizu estimated that the growth target for the year of 4%+ or -1% would be met. He explained that data for September is not in yet because some institutions have not filed their reports due to delays caused by hurricanes Irma and Maria that were in September.

Taiwan donates jeeps and helicopters to Ministry of Defense
Taiwan has donated 90 AM General Humvee jeeps, two Bell UH-1H helicopters and 100 motorcycles to assist the Ministry of Defense efforts. The equipment is expected to arrive in January 2018. The Taiwan government has also added two years of maintenance to the equipment package. A team of Dominican officers are scheduled to travel next month to Taiwan to be trained in the use of the equipment valued at US$35 million. Minister of Defense Ruben Paulino Sem also reported the 90 Hummer jeeps will be used to patrol the border with Haiti.
The announcement was made by Defense Minister Paulino Sem after visiting the Taiwan company Han-Shan in Taiwan and the Taiwan army vehicle deposit in company with Dominican ambassador in Taiwan, former Minister of Armed Forces Jose Manuel Soto Jiménez.
While in Taipei, earlier in October, Paulino Sem also met with his colleague, Admiral Feng Shih-Kwan and Minister of Foreign Relations David Tawei Lee.
In a press release, the Ministry of Defense says that the announcement is part of efforts by Paulino Sem, who returned on Saturday, 28 October 2017, from a three-day trip to Taiwan upon an invitation of the Taiwan government, to improve relations with this Asian country.
During his visit, he met with Taiwan President Tsai Ing-wen. The press release says that the President of Taiwan promised to double the cooperation offered to the Dominican Republic and reaffirmed the invitation for President Danilo Medina and First Lady Candida Montilla to visit.
In addition, Paulino Sem said that the Ministry is working with the Specialized Border Corps (Cesfront) and installing surveillance cameras that will work with drones that have been purchased this year. Paulino Sem spoke when attending an event that marked the closing of the planting of 10,000 trees activity by army men at the Circunvalación Santo Domingo Norte.

Avian Flu outbreak in Espaillat
Subject to recommendations from the World Health Organization (WHO), the Ministry of Public Health has confirmed the population can continue to safely consume chicken and eggs from Dominican poultry farms.
The announcement follows the discovery of an outbreak of avian flu in a chicken farm located in Guama Abajo, Cayetano Germosén municipality, in the southern part of northeastern Espaillat province. WHO has said that there is no data showing that avian flu can affect humans.
The Ministry of Public Health stated that the challenge for them and for the producers is to keep the virus under control. The outbreak was discovered on 9 October 2017 by the Avian Illness Division of the General Department of Animal Husbandry at the Ministry of Agriculture and was immediately notified to the National Center of Intermediaries of the Dominican Republic, in correct application of the rules of the International Sanitary Regulations.
The H5N2 virus is not known to have caused infections in humans anywhere in the world. Despite the low risk for humans, an interdisciplinary rapid response team made up of members of the ministries of Agriculture and Health is proceeding to address the issue under established protocols.
Meanwhile, all affected eggs have been eliminated and the chickens destroyed, following by deep cleaning of the farm. Now, the farm has to wait three months before restocking while other chicken farms in the area are inspected.

Corruption major problem according to Gallup poll
According to a findings in a just released Gallup poll carried out for Hoy newspaper, a high number of citizens, some 89%, feel that the level of corruption in Dominican society is very alarming.
16% attributed corruption to a lack of employment, 13% to poor government administration, 10% to crime, 9% to consumption and dealing in drugs, 7% to the ambition of people wanting money and 6% to impunity.
Of those consulted, 67% said that they believed that something could be done to stop corruption, although 31.4% said that nothing could be done to prevent it.
The survey revealed that 60.2% of the population believes that when they vote in the elections it doesn’t matter who they vote for as all of the candidates would be corrupt.
When it comes to fighting corruption, those polled said that they believe that the political parties and the judicial system are the worse qualified to investigate these crimes.
Those polled have poor opinions about several government institutions and officers, including 68.6% re political parties; 60.6% judges, 59.3% National Police, 59% prosecutors; 58% the Presidency of the Republic; 55.7% the Attorney General’s Office’ 54.3% National Congress; 52.7% the Supreme Court of Justice.
The press gets a better score, with 61.2% saying the press does a good job in fighting corruption. Next are evangelical churches with 60.8% and the Catholic Church with 59.6%.
Looking at other issues, 34% of those interviewed know someone with a government job who does not go to work, only 10% of those who knew about acts of corruption had complained about them, 17% think that there are times when it isn’t bad to disobey the law.
Looking at bribery, 37.7% said that they had been asked for a bribe by members of the National Police, 11.5% from local governments and 8.2% from political parties and Amet.
The survey revealed that the main problems affecting the country are robbery, assaults and crime (71.3%), followed by administrative corruption (34.6%) and lack of jobs (32.5%). This was followed by the high cost of living and inflation (28.8%), power cuts (10.5%) and education (9%).

18,000 die in 10 years in traffic accidents
The National Statistics’ Office (ONE) has informed that between 2007 and 2016, 18,000 people lost their lives in traffic accidents, of which 87.4% were men and 14.42% women.
Alexandra Izquierdo, director of ONE, said that in this decade there were 9,134 fatal motor accidents, with an average of 1,880 deaths per year.
She said that statistics show that most who died were young people, with 36.98% being between 15 and 29 years. More than 87% of the cases involved motorcycles.

Street named in honor of Flight 587
On Sunday, 29 October 2017, with their friends, families, and community leaders, New York unveiled “Flight 587 Way” at 181st Street and Amsterdam Avenue in honor of the victims and their families whose lives were marked on Monday, 12 November 2001 by this tragic accident.
On the tragic morning of 12 November 2001, American Airlines Flight 587 bound for the Dominican Republic, crashed into the Belle Harbor neighborhood of Queens. This was the second deadliest plane crash in the United States aviation history.
The crash of Flight 587 claimed the lives of 265 victims, most of whom were Dominicans or Dominican-Americans.

DirectTV replaces Dominican TV programming with Spanish content
Dominican born US Congressmember Adriano Espaillat is using his influence to try to convince AT&T’s U-Verse and DirectTV to reinstate Television Dominicana. Television Dominicana brings Dominican Republic-sourced shows to viewers in the United States.
Latin Times cites The Business in Television: “There are 2.3 million Dominicans living in the United States, the fourth largest Spanish-speaking population, but AT&T and DIRECTV carry other networks targeting smaller population groups. Among those are three channels from Spain provided by a company partnered with DIRECTV, including the channel that replaced Television Dominicana.
"Despite our best efforts to negotiate continued distribution, AT&T's proposals made access to Televisión Dominicana limited and more expensive for the Dominican community," said a spokesman for the channel.
Espaillat has called on the Boards of both AT&T and Time Warner to consider the importance of Televisión Dominicana in the lives of countless Dominican Americans in light of the proposed merger between the two companies that could reduce media diversity.
“The recent decision by AT&T to remove Televisión Dominicana from its lineup shows cultural disregard, indifference, and lack in the network’s efforts to promote diversity among its programming. Promoting diverse voices and minority representation are critical to our success in telecommunications and the marketplace. I strongly encourage both parties to return to the negotiation table to find the best solution in the interests for my constituents and for their customers,” says Espaillat.

El Boli appeals coercive measures
Simón Bolívar Ureña Almánzar (“El Boli” or “Machú”), one of those accused in participating in the concealment of the body of 16-year old Emely Peguero, appealed yesterday, 30 October 2017, in the hope of overturning the coercive measure of one year in preventive custody imposed by a San Francisco de Macoris judge.
The family of Emely Peguero is hoping that the court will not grant the appeal and that he will stay in jail.
“El Boli” was arrested and accused of having participated in moving Emely’s body together with her boyfriend Marlin Martinez and his mother Marlon Martinez, that are in jail serving preventive custody.
The body of the 16-year-old was found in a suitcase on the side of the road after she had gone missing for several days. She was five months pregnant. Prosecutors say that tests showed her uterus had been punctured and she had suffered a blunt blow to her head.

Santiago chosen for FIBA qualifier
FIBA Basketball World Cup 2019 Americas Qualifier will be played at the Gran Arena del Cibao Dr. Oscar Gobaira in Santiago de los Caballeros. The facility was deemed in better conditions than the Palacio de los Deportes arena in Santo Domingo. The event is a qualifier for the FIBA Basketball World Cup China 2019.
The FIBA qualifiers that start in November 2017 are set to take place in six countries and will feature the world’s top national teams playing 1,200 games in front of millions of fans all around the globe.
During the first phase of 16 Americas teams, the Dominican Republic will play the Bahamas, Canada and the US Virgin Islands as part of Group D. The first game will be against the US Virgin Islands on Friday, 24 November 2017 at 8pm at the Gran Arena del Cibao. Next, on Monday, 27 November, the DR will play Canada, also in Santiago. In a second phase, the DR will play the Bahamas on Thursday, 22 February 2018 and the US Virgin Islands on 25 February 2018. The DR vs Canada game is scheduled for 29 June 2018.
The other groups are: Group A (Argentina, Panama, Paraguay, Uruguay), Group B (Brazil, Chile, Colombia and Venezuela), Group C (Cuba, Mexico, Puerto Rico and the United States).

Dominican Republic hosts jazz festival
The Dominican Republic is hosting the XXI Jazz Festival, a six-night affair with shows in different venues around the country.
The president of the Dominican Republic Jazz Festival Educational Foundation, María Elena Gratereaux, highlighted the quality of the participating musicians, as well as that each night is dedicated to a participant's country.
The opening concert, on Tuesday, 31 October 2017, is dedicated to France, and features the Big Band of the National Conservatory of Music of Santo Domingo, French pianist Alain Mallet, and the Jazz Ensemble of the Paris Conservatory.
On Wednesday, 1 November, the festival moves to the Eduardo Leon Jimenes Cultural Center in Santiago and the concert of that day is dedicated to Argentina.
The festival continues with Thursday, 2 November dedicated to Israel, Friday, 3 November to Brazil.
On Saturday, 4 November, the festival celebrates the US jazz tradition with performances of the Berklee Global Jazz Institute Ambassadors and its guest George Garzone. Also there will be performances by prestigious musicians Sean Jones and Brian Lynch.
For the closing evening, Sunday, November 5, the festival honors three Puerto Rico, represented by William Cepeda, Italy by Marco Pignataro, and the Dominican Republic, that will be presenting typical merengue by Fefita La Grande, in addition to other special guests.

The first game will be against the US Virgin Islands on Friday, 24 November 2017 at 8pm at the Gran Arena del Cibao. Next, on Monday, 27 November, the DR will play Canada, also in Santiago. In a second phase, the DR will play the Bahamas on Thursday, 22 February 2018 and the US Virgin Islands on 25 February 2018. The DR vs Canada game is scheduled for 29 June 2018.
The other groups are: Group A (Argentina, Panama, Paraguay, Uruguay), Group B (Brazil, Chile, Colombia and Venezuela), Group C (Cuba, Mexico, Puerto Rico and the United States).

Dominican Republic hosts jazz festival
The Dominican Republic is hosting the XXI Jazz Festival, a six-night affair with shows in different venues around the country.
The president of the Dominican Republic Jazz Festival Educational Foundation, María Elena Gratereaux, highlighted the quality of the participating musicians, as well as that each night is dedicated to a participant's country.
The opening concert, on Tuesday, 31 October 2017, is dedicated to France, and features the Big Band of the National Conservatory of Music of Santo Domingo, French pianist Alain Mallet, and the Jazz Ensemble of the Paris Conservatory.
On Wednesday, 1 November, the festival moves to the Eduardo Leon Jimenes Cultural Center in Santiago and the concert of that day is dedicated to Argentina.
The festival continues with Thursday, 2 November dedicated to Israel, Friday, 3 November to Brazil.
On Saturday, 4 November, the festival celebrates the US jazz tradition with performances of the Berklee Global Jazz Institute Ambassadors and its guest George Garzone. Also there will be performances by prestigious musicians Sean Jones and Brian Lynch.
For the closing evening, Sunday, November 5, the festival honors three Puerto Rico, represented by William Cepeda, Italy by Marco Pignataro, and the Dominican Republic, that will be presenting typical merengue by Fefita La Grande, in addition to other special guests.
