Talks for closer relations with NY higher education
President Danilo Medina, Presidency Minister Gustavo Montalvo and Superior Education Minister, Alejandrina Germán, are in talks with a commission of representatives of New York State higher education institutes to propose a formal collaboration between NY State and Dominican colleges and universities. Existing cooperation agreements are being reviewed to include more programs for the sciences, biology, physics, chemistry, mathematics, disaster mitigation and management at the undergraduate, masters’ and doctorate levels. Included in the discussions is the proposal that New York State teachers come to the Dominican Republic to train Dominican educators.
The Ministry of Superior Education said that the New York mission included William Thompson, president of the Board of the City University of New York (CUNY) and Carl McCall, president of the State University of New York (SUNY).
Also participating was Dominican-born US congressman Adriano Espaillat, and US congressmen Luis Gutiérrez and Daren Soto, of Illinois and Florida, respectively.
Others participating in the mission are Lorraine Cortez Vázquez, senior advisor to New York City Mayor Bill de Blasio and board member of CUNY; Havidan Rodríguez, president of the University of Albany; Gilbert Valverde, senior researcher of the US National Research Center and chair of the Department of Educational Administration and Policy Studies, School of Education, University of Albany; and Robert Balkin, director of the Office for Latin America & the Caribbean at the University of Albany.

Dominican Republic acts to protect sharks and rays
The Ministry of Environment is announcing on Wednesday, 15 November 2017, a complete ban on commercial fishing and sale and trade of all shark and ray species within the country’s 269,489 km2 (104,050 mi2) exclusive economic zone.
The Dominican Republic is the 16th nation to declare its national waters closed to commercial shark fishing, and extends shark protections across more than 19 million square kilometers (7.4 million square miles) of ocean, an area about the size of Russia and India combined.
The initiative seeks to fulfill the country’s obligations to the shark and ray trade regulations established during the previous two Convention on International Trade of Endangered Species (CITES) meetings in 2013 and 2016. It also satisfies a commitment the Dominican Republic made at the Summit of Caribbean Political and Business Leaders on Necker Island in the British Virgin Islands in 2013 to increase protections for sharks and rays across the Caribbean.
The announcement was made during an event at the Iberostar Bavaro Resort in Punta Cana by Deputy Minister Jose M. Mateo, director of biodiversity for the Ministry of Environment. Also participating was Jen Sawada, director of The Pew Charitable Trust’s global shark conservation campaign.
Global Entrepreneurship Week in Santo Domingo
Santo Domingo is participating from 14-19 November in the Global Entrepreneurship Week that is simultaneously celebrated in 170 countries around the world. The event is an opportunity for entrepreneurs to meet mentors and investors. The event includes workshops, talks and seminars. The event is taking place in Santo Domingo, Santiago, La Romana, La Vega and San Pedro de Macoris. The event is sponsored by the Ministry of Industry and Commerce (MICM) and the Ministry of Superior Education (Mescyt) and the government-owned BanReservas.

Forged migration permits
The Migration Agency (DGM) announced the confiscation of more than 100 forged IDs similar to those issued under the National Foreigner Legalization Plan (PNRE). Another 52 seized documents were deemed authentic, but in possession of third persons. The operation took place in the country’s northern provinces.
A press release indicates that 116 of the IDs had been altered and were in the possession of 36 persons in Dajabón and Santiago. In addition, 10 passports with irregularities were seized.
Migration Law and the associated rulings call for the deportation of the holder of the false ID documents. Exceptions can be made in cases when the owner of the ID had previously reported to the authorities that the document had been stolen.

Corripio Foundation donates RD$100 million to charity
On occasion of celebrating 100 years of doing business in the country, the Corripio Family Group Foundation donated RD$1 million each to 100 Dominican non-profits during an event called “A Shared Century 1917-2017”. Vice President Margarita Cedeño was present.
The president of the entity, José Luis Corripio Estrada (Pepín), a Spanish immigrant, in his keynote speech expressed gratitude for the land that opened doors to his predecessors and gave them the privilege of being Dominicans and working to see their children, grandchildren and great grandchildren become one with Dominican society.
In the event staged at the National Theater, the non-profits were honored for their solidarity and contributions to helping others in the country. The groups were chosen in 32 provinces of the Dominican Republic and the National District.
Among the non-profits receiving the RD$1 million were: Cruz Jiminián, Francina Hungría, Politécnico Loyola, Queens of the Caribbean volleyball team, Plan Sierra, and Grupo Jaragua.
Corripio Estrada and his wife Ana María Alonso delivered the checks to the winners in the South and East region, while their children and sons in laws delivered the rest of the donations.

Dominican consul disputes Dominicans lead the NY drug market
Dominican consul in New York Carlos Castillo disputed comments by James Hunt, the special agent in charge of the New York Division of the Drug Enforcement Administration, in an El Pais news story that Dominicans and Colombians have taken over the drug trafficking market in New York City.
In a breakfast at the Listin Diario with other staff of the consulate, he denied statements made by the special agent of the DEA to El Pais that Dominicans lead drug sales in New York City. He said there are many Dominicans in the trade, but not in the numbers reported by Hunt. Castillo said the stereotyping of Dominican immigrants in the 80s and 90s as drug dealers does not correspond with reality. He said the reality is that 88% of the 800 supermarkets in New York are operated by Dominicans.
He remarked that the Las Maras Salvatruchas is a gang that has very much displaced Dominicans in terms of involvement in urban crime. He said that this gang is involved in drug trafficking, murder and kidnapping. He said this is an international criminal gang organization that originated in Los Angeles, California and has expanded to other regions in the United States and to Canada, Mexico, Central America and Europe.
Castillo said there are less than 14,000 Dominicans in jail in the US, down from a peak of 20,000. The consulate assists those in jail and those that have cases for deportation pending.

Major traffic accident on 6 de Noviembre highway
Seven crashed vehicles, two freighter trucks with major damage and several injuries were the result of a major traffic crash at 7am on the 6 de Noviembre Highway in the direction of San Cristobal to Santo Domingo. Traffic was backed up for hours up through the 30 de Mayo and Santo Domingo Bypass roadways. Only one side of the 6 de Noviembre highway was left open throughout the morning as the damaged vehicles were removed.
The accident occurred when a freighter truck loaded with construction gravel overturned spilling its contents over several lanes of the highway, unexpectedly blocking traffic. Another freighter loaded with cement construction blocks overturned in the multiple vehicle collision.
Metropolitan Transport Authority said that a total of 15 vehicles were affected. Fortunately, there were no fatalities.

Quirinito’s wife attempts to leave the country
Jennifer Estefani Domínguez Hernández, wife of justice fugitive Pedro Alejandro Castillo Paniagua “Quirinito”, was arrested on Tuesday, 14 November 2017, at the Las Americas International Airport. Media reports say she attempted to leave the country. It was reported she would have traveled to Guatemala.
Domínguez Hernández was arrested by Migration agents at the airport prior to her departure. While she was not banned by the authorities from traveling, as reported, the Attorney General Office had instructed her to notify any travel plans to the authorities, and she did not follow through with this procedure.
She was taken to the Attorney General Office for questioning by prosecutors Bolívar Sanchez and Domingo Contreras who are investigating the Quirinito case. After the meeting, she told Diario Libre: “It is true that I was about to leave the country. I had reached an agreement with the Attorney General Office and because I did not fulfill it they requested me for questioning. I came and all is resolved,” she stated.
Recently, Domínguez presented a medical certificate that she was suffering from severe mental anxiety.
Domínguez has declared the death of her husband, who had been serving a 30-year jail sentence for murder, but had secured legal recourses that relocated him to San Francisco de Macorís jail and then sent him to domiciliary arrest after documenting that he suffered from mouth cancer.
Despite declaring the death of her husband and producing a death certificate, she could not explain where he had been cremated or where he is buried.
There is speculation that Quirinito, who got the nickname from his famous uncle who was sentenced for a major cocaine shipment, has left the country.

DR wins gold in wrestling and water skiing in third day of Boliviarian Games
Wrestler Juan Ramírez Beltré will be bringing home a gold medal in freestyle wrestling at the Bolivarian Games taking place in Santa Marta, Colombia. Ramírez had won the gold medal in the Panamerican Games in Guadalajara 2011 but then had retired. At the Bolivarian Games he made his comeback. Overall, the Dominican wrestling team, the Games have been successful. The team has packed 12 medals (3 gold, 4 silver and 5 bronze). The three golds were won by Ramírez, Jose Antonio Arias and Yessica Oviedo for the women.
Other outstanding performances on day three of the competitions were by Álvaro Rudesindo, Yorfi Jiménez and Luis Miguel Pérez, that won silver medals. Carlos Félix y Billy Jean, won bronze, all in wrestling.
In water skiing, Robert Pigozzi won the gold medal in the Open Slalom category.
In rowing, Wendy Altagracia Simó celebrating winning the first bronze medal for a Dominican woman in the sport, a bronze.

Sponsored by the Academy of History, the 12th Dominican History Congress, “The Caribbean in the 17th Century. Economy, Politics and Society,” is taking place from 15-17 November 2017, at the Catholic University, PUCMM.
The congress is dedicated to Vilma Benzo de Ferrer, former director of the National History & Geography Museum. The event is organized by the Dominican Academy of History, the Museum of History and Geography and the Center for Caribbean Studies of the Pontifical Catholic University Mother and Teacher (PUCMM).
The event opens on Wednesday at 8pm with a keynote address by Herbert Klein of Columbia University and Stanford University on: “Was there a Crisis in the 17th Century in the Americas” at the Monsignor Agripino Núñez Collado Auditorium.

The city government of the National District (ADN) will be presenting a The II Gala Christmas Concert at the stage of the Plaza España in the Colonial City. The event is set for Friday, 1 December 2017 at 8pm.

Merenhouse at Hard Rock Live
The concert “The Story of a Duo” on the musical trajectory of Sandy & Papo will be presented at Hard Rock Live in Blue Mall, Santo Domingo on Thursday, 23 November 2017. The show will share songs from the 20 years in music by the successful duo that spread merenhouse around the world. It will render a tribute to the late Luis Deschamps (Mc Papo).

Gala Christmas concert for Plaza Espana
The city government of the National District (ADN) will be presenting a The II Gala Christmas Concert at the stage of the Plaza España in the Colonial City. Front seats are available to subscribers of the Listin Diario, the main sponsor of the concert. Other sponsors are Altice, Excel Puesto de Bolsa and Mejía Arcalá (Milex Milk). The event is set for Friday, 1 December 2017 at 8pm.
The “Maridalia Sinfónica” concert includes songs by singer Maridalia Hernández, the Molina Philarmonic Orchestra and the Koribe choir conducted by Maestro José Antonio Molina. Singer Maridalia Hernández is the general advisor of the show. Maestro Molina says that the event has already become a Dominican Christmas tradition.
The Christmas carols include international and local favorites – “Noche de Paz”, “El Tamborilero”, “Feliz Navidad” and “El Burrito Sabanero”.
