Congress approves 2018 National Budget
In the Wednesday, 15 November 2017 work session, the Chamber of Deputies passed the 2018 National Budget as had been received from the Senate. The Senate earlier had passed the bill as received from the Executive Branch. The ruling PLD party is majority in Congress. Opposition legislators chose to leave the hall or to not vote to express their rejection that the normal procedures for the passing of the bill were not followed. The budget is for RD$816.5 billion. The bill now returns to the Presidency for its enactment.

Congress passes bill creates Dominican Coffee Institute
The Chamber of Deputies passed the bill that creates the Dominican Coffee Institute (Indocafé). The bill received 113 votes in favor and 3 against of 178 deputies. The deputies passed amendments to the original bill they had received from the Senate.

It is intended to establish policies to regulate and develop and make more efficient coffee production in the country. The legislation declares coffee production of importance for the conservation of natural resources and highlights its impact on the economy of rural families and their communities.

The Indocafe bill was submitted by Lucia Medina (PLD-San Juan de la Maguana). It now passes to the President Danilo Medina for his signature and subsequent publication.

President Danilo inaugurates primary health center in Hato Mayor
President Danilo Medina was in Hato Mayor on Tuesday, 14 November 2017, for the formal delivery of the Primary Health Center in Villa Canto of Hato Mayor. The cost of constructing and equipping the center was RD$65,457,660. The medical center is expected to benefit 44,900 inhabitants.

The facility has an area of 755 square meters over two levels serviced with an elevator. There are consulting rooms for gynecology, pediatrics, psychology, obstetrics, dentistry and internal medicine, two physiotherapy areas, two laboratories, an x-ray room, and a pharmacy.

During his visit to Hato Mayor, the President also re-inaugurated the El Valle High School, where eight classrooms were remodeled and additional ten classrooms added to provide the extended school day to 530 students.

Ministry of Environment closes for fumigation
The Ministry of Environment and Ministry of Tourism will be closed from Thursday, 16 November through Monday, 20 November 2017. The suspension of services in the building is to carry out much needed fumigation due to a bacteria that reportedly is affecting the installations. The National Center for Conservation of Documents (Cenacod) is in charge of the remediation.

The Ministry of Environment says that the closure only affects the main headquarters of the Ministry. The provincial offices will continue to operate as normal and the technical staff of the Ministry has been assigned to fieldwork.

The Ministry of Environment says that communication with the Ministry continues open through the Green Line for environmental complaints at 849-356-6400. The Ministry hash tag is @ambienteRD

JCE have not finished paying for vote counting equipment
The Spanish company, Indra Sistemas that supplied electronic vote counting equipment for the 2016 general elections is demanding payment of US$13.9 million from the Central Electoral Board (JCE). Reports are that the contract was for US$37.9 million. The company is threatening to sue the government under the Agreement of Protection of Reciprocal Promotion of Investments between the Kingdom of Spain and the Dominican Republic.

In a letter sent to the president of the JCE Julio César Castaños, dated 17 October 2017, the company says it is seeking to resolve the matter amicably. The JCE has said it is awaiting the final report on the purchase from the Chamber of Accounts, the governmental agency that audits state finances.

On Monday, 13 November 2017, Spanish Ambassador Alejandro Abellán García de Diego met with JCE executives on behalf of the Spanish company.

Technicians from the JCE have stated the equipment cannot be used for the 2020 election. Former Dominican Central Bank Governor Bernardo Vega had advised the JCE to rent the vote counting equipment and not to buy it because of rapid technological changes. Vega said the response from then president of the Central Electoral Board, Roberto Rosario, was that it was a better deal to purchase the equipment because they could get the money invested back by renting the equipment to other electoral boards. In the end, the equipment did not serve its purpose for vote counting and has not been rented out to other clients. It is warehoused at a high cost to the Dominican state.

Next year promises to have many long weekends with a number of holidays falling on either Thursday, Monday or Tuesday, including New Year’s Day, Juan Pablo Duarte Day, Independence Day, Good Friday, Labor Day, Corpus Christi, Restoration Day, Our lady of Mercedes Day, Constitution Day and Christmas.

ITLA to open branch in Punta Cana
The Las Americas Institute of Technology (ITLA) is opening a branch in Punta Cana this coming 23 November 2017. The ITLA will offer short technical training programs in a number of fields, such as mobile applications and webpage design, among others. The ITLA Punta Cana has capacity to offer instruction to 60 students every six months.

The local power utility, the Consorcio Energético Punta Cana-Macao (CEPM) and the Verón-Punta Cana Touristic Municipal District signed a cooperation agreement for the donation of 15 computers, construction of the bathrooms of the center, part of the furnishing and Internet service.

Conep president expresses concern for climbing fuel prices
The president of the National Business Council (Conep), Pedro Brache, stated the need to know beforehand if the government has plans to continue in the medium and long term the present trend for weekly increases in fuel prices. He said if the situation continues there would be increases in consumer products.

Nevertheless, Brache explained that raising prices in the country is not easy. “We compete with products from many countries, and then increasing prices is not as easy as before,” he said. He said the fuel increases are affecting the costs of the industries. But that it is unlikely prices will go up in December because inflation has been low and there is lots of competition. He said the Consumer Price Index has been stable with the exception of the weekly fuel price increases.

Brache made the statement when visiting the National Congress where his father, Julio Brache Arzeno was recognized for his contributions to the development of the country.

Andrés Julio Aybar Street now one-way
The Metropolitan Transport Authority (DIGESETT-AMET) announced that starting Monday, 20 November 2017, traffic on the Andrés Julio Aybar Street from Lope de Vega to Agustin Lara in the Poligono Central will be only in the east-west direction. The goal of making the street one-way is to reduce traffic bottlenecks in the area.

The decision was taken after the DIGESETT-AMET conducted several studies in coordination with the city government of Santo Domingo (ADN).

Shopping is being revved up by major store advertisements of pre Black Friday major sales. Plaza Lama, Sambil mall, Corripio, Innova and many more stores are inviting shoppers to buy their goods. Sales of 20-60% are being advertised, with more to come. Black Friday falls on Friday, 24 November 2017.


DR Police and ICE to exchange information on criminals
National Police director Ney Aldrin Bautista Almonte and the regional deportations officer for the United States, Adrian Macias of the ICE, signed an agreement on 14 November 2017, to conduct digital exchanges of information to fight transnational crime. Bautista said the initiative will enable investigation agents to carry their work more efficiently and effectively. Macias said the agreement will improve the response capacity of both countries to transnational crime. The agreement was signed through the US Immigration and Customs Enforcement (ICE) agencies.

DEA report focuses on entrepreneurial Dominican drug vendors
The Dominican Republic is a major victim of the growing levels of drug consumption in the United States. The local crime rate has spiraled with the advent of the drug trade since the 90s, drug consumption is now a health issue in the country. Drug money has permeated government, with negative effects.

In New York, Dominican nationals manage the largest network of neighborhood supermarkets. Likewise, the high entrepreneurial Dominicans has lead these to be involved in the sales of the drugs, seen as a chance at becoming rich fast by many.

In its 2017 National Drug Threat Assessment, the US Department of Justice’s Drug Enforcement Administration, includes the Dominican Republic together with Mexican and Asian groups as a major player in the sales of the drugs in the United States.

The DEA assessment explains that Dominicans operate as a loose network of independent groups with intermittent collaboration, and are not part of a larger centralized conglomerate. The report states that Dominicans function as entrepreneurial opportunists than structured hierarchical components. The focus of Dominicans is mainly the mid-Atlantic region of the East Coast of the US with the strongest influence concentrated in areas of the Northeast located along the I-95 interstate corridor.

The report explains Dominicans work in collaboration with foreign suppliers to have heroin and cocaine shipped directly to the Northeast from Mexico, Colombia and t he Dominican Republic. The report states that Dominican Transnational Criminal Organizations (TCOs) primarily focus on on the mid-level distribution of cocaine and white powder heroin, effectively serving as a bridge between foreign sources of supply and domestic street dealers in the region. Dominican TCOs also engage in street-level sales in certain parts of the Northeast, says the 2017 report.

Alicia Ortega reveals more on the builder of Metro’s parallel business deals
Investigative journalist Alicia Ortega continues to share findings of research into the dealings of former director of the Metro Office, engineer Diandino Peña. Peña was removed after appearing for a TV interview with Ortega and not being able to respond to several questions about his personal finances.

Alicia Ortega in her El Informe TV investigative show revealed that Peña granted multi-million contracts to nine companies owned by persons with personal ties to him, including his son, son-in-law, brother-in-law and a lifetime friend. The report also found irregularities in 1,400 contracts that were reviewed, that showed red flags in price comparisons.

Among the companies mentioned are: Mantade, Excavaciones y Construcciones Kata, Constructora Facenda, M. Gómez Business Construction and Álvarez Feliz. All companies, with the exception of Facenda, were created between 2004 and 2010, when the two first lines of the Metro were built.

Driver complains about traffic offences he did not commit
A 30-year old man, who works as a driver in Bavaro, has complained that when he went to get a good conduct certificate he was unable to as in the database of the Metropolitan Transport Authority (Amet) he has 169 traffic fines for a total of 153,000 pesos.

Leonardo Mateo Peña, went to the National Police headquarters together with his father and said that the fines had been imposed over the last four months for infractions which took place in Santo Domingo, but that he worked in Bavaro.

He said that he had not been in Santo Domingo for nine months, and four months ago he had no problem obtaining a good conduct certificate.

He went on to say that they had reduced to fines to 65 at a cost of RD$73,000 but that he knew about at least five traffic violations he had committed but not the 65 they wanted him to pay for which were mostly for obstruction of traffic and going through a red light.

His foster father, Eurisoides González, said that Amet would not talk to them, but that his son had never been in trouble with the law, but without a good conduct paper he would lose his job.

Truck breakdown backs up traffic on Av. JF Kennedy
A truck breakdown is the explanation for worsened bottlenecks that affected traffic on the afternoon of Wednesday, 15 November 2017, in the Poligono Central city center of Santo Domingo. The breakdown of the truck occurred around 4pm at Km 9 of the Duarte Highway and backed up traffic for more than five hours on the Av. John F. Kennedy in the east-west direction. Traffic was not cleared by the Metropolitan Transport Authority until around 11pm when the vehicle was removed.

The bottleneck on the Kennedy Corridor caused dozens of drivers to detour bringing more congestion to the 27 de Febrero, Gregorio Luperón, Máximo Gómez, Tiradentes, Núñez de Cáceres and other main thoroughfares.

Rua and Rondon to stay out of jail
The former Public Works Minister Víctor Díaz Rúa and businessman Ángel Rondón can stay at liberty complying with the coercive measures imposed, as the Supreme Court of Justice on Tuesday, 15 November 2017, rejected an appeal from the Attorney General’s Office that they be return to jail on remand for their participation in the Odebrecht bribe scandal. All of the 14 accused by the Attorney General Office were allowed to stay out of jail as the investigations proceed, leading up to the trial.

The decision was made by judges Miriam Germán Brito, Alejando Moscoso Segarra, Fran Soto, Esther Angelán Casanova and Hiroito Reyes.

On leaving the court, Rondón and Díaz Rúa said they were satisfied with the decision but refused to answer any other questions from the press. Attorney General, Jean Rodríguez, said that he disagreed with the Supreme Court decision to allow Víctor Díaz Rúa and Ángel Rondón Rijo to remain at liberty as nothing had changed since the decision was made to send them to jail on remand.

Last September, Judge Francisco Ortega changed the coercive measures from remand in jail to being released with a financial guarantee, periodic presentation, and a ban on leaving the country.

Díaz and Rondón are among 14 people in the file from the public prosecution service concerning the supposed payment of US$92 in bribes made by Odebrecht to obtain state works.

Two arrested for drugs in Montecristi
Members of the Army and the Specialized Corps of Border Security (Cesfront) have arrested a Dominican Norberto García de la Cruz and Haitian woman Jacqueline Marcadieu in the municipality of Montecristi, in separate incidents for transporting packs of marijuana. The arrests were made at the military checkpoint in Copey, Montecristi.

García had eleven packs of marijuana in his vehicle and will appear in court in Montecristi. Marcadieu was arrested at the border in Copey as she was entering the country with packs of marijuana in her possession.

Drug raid in Hato Mayor
The National Drug Control Agency (DNCD) has announced the confiscation of 229 packages of what is thought to be cocaine in Hato Mayor, which could be linked to the 345 packages confiscated last Monday, 13 November 2017 in the National District.

DNCD spokesman, Carlos Devers, explained that the DNCD agents and public prosecutors carried out a raid on a rural community in the province of Hato Mayor and found the drugs in a truck.

Two Dominicans were arrested as they were trying to flee the scene and the investigations are ongoing to look for other members of the supposed gang.

In addition to the drugs, the truck, a car, a motorcycle and other property were also seized.

Japanese businessman shot in Montecristi
A rice businessman, of Japanese origin and a civil assistant to President Danilo Medina is in intensive care having been shot by assailants in Montecristi.

On Tuesday 14 November 2017, Takeshi Mukai underwent emergency surgery in HOMS in Santiago having been shot three times during an attack at his rice factory in Hato al Medio, in the municipality of Guayubín in Montecristi province.

Mirlan de los Santos, medical director at HOMS said that he was hoping for no further complications, having had a blood transfusion for internal bleeding, but he warned that the patient had a history of diabetes and suffered from hypertension. Mukai is currently in the Intensive Care Unit until his condition stabilizes.

Mukai, aged 65, was attacked by several men in the early hours of the morning when he arrived at his factory. The attackers took his shotgun, pistol, jewelry and money that he had in the safe.

They then fled with the Haitian watchman, whose whereabouts are unknown.

Police investigates death of two children and a woman in a car
The Police reported the death of 27-year old lawyer Richie Dalie Contreras Montero and her nieces, 3-year old Lia Kamil and 11-year old Dalie Contreras Monteros. As reported, Dalie was the sister of the lawyer and Lia was their niece.

The bodies were found at around 9pm on Calle Ricardo Robles corner Av. Bolívar, La Esperilla, near the Parque Iberoamericano, inside a Mazda 3 vehicle. Police patroling the area when looking inside the vehicle noticed these appeared to be dead and called 911.

When the relatives arrived they were stunned. The three were not injured and appear to have died from intoxication.

The Criminal Investigations Agency (Dicrim) of the Police is investigating the cases. The bodies were sent to the National Institute of Forensic Sciences (Inacif) for the autopsies.

What is known is that Contreras Montero studied law and communications at the UASD. She was described as a quiet and timid person.

More rains on the way
According to the National Meteorological Office (Onamet) there will be rain and storms across much of the country due to a low pressure system and a weather front. 14 provinces are now on green alert.

Rainfall will occur mainly in the provinces of Barahona, Pedernales, Elías Piña, San Juan, Montecristi, Dajabón, Santiago Rodríguez, Valverde, Santiago, La Vega, Monseñor Nouel, Samaná and María Trinidad Sánchez. In addition there could be rain in San Pedro de Macorís, La Romana, La Altagracia, El Seibo, Hato Mayor and Monte Plata.

The Emergency Operations’ Center (COE) has said the following provinces are under green alert: Barahona, Espaillat, Duarte, especially Bajo Yuna, La Vega and María Trinidad Sánchez, Espaillat, San Cristóbal, Peravia, Samaná, Pedernales, Azua, Dajabón, Santiago Rodríguez, Montecristi, and Santo Domingo.

Today, Thursday 16 Novemebr, 2017 the rains will become stronger with more electric storms especially in the border with Haiti.

DR wins gold in judo in Bolivarian Games
Luis Castro won the gold medal in 55 kg judo in the Bolivarian Games taking place in Santa Marta, Colombia. The Dominican women judo team (Lorena de Jesus, Carolina de Jesus, Ana Rosa García, Eiraima Silvestre and Katherine Otaño) won the bronze medal.

In boxing, Elvis Rodríguez in 64 kilos and Raúl Sánchez in 75 kilos won bronze medals. Alexis Miguel de la Cruz is a contender for the gold medal in 56 kilos. Other gold medal contenders in boxing are Leonel de los Santos, Rohan Polanco Emiliano, and Raynery Vargas Pimentel.

The Dominican volleyball team is competing for the gold against Colombia.

Women of the Americas meet to share experiences
Women from the Americas are coming for the celebration in Santo Domingo the 5th International Encounter of Women for Culture “On the Butterflies’ Route”. The Ministry of Culture is sponsoring the 5th International Encounter of Women for Culture.

The event will be held from 22 to 25 November 2017. Women from Chile, México, Argentina, Ecuador, Colombia, Perú, Uruguay, Brazil and Haiti are coming to present their visions and experiences offering a blend of cultural perspectives.

The meetings seek to recognize the role of women in cultural development and their transversal incorporation of gender in the cultural public policy agendas. The meeting will create spaces for analysis and debate, exchange of experiences and knowledge, collective and individual socio-cultural processes, and governmental dialogue from diverse perspectives to empower Latin American women to seek equal opportunities and the exercise of their rights.

Diario Libre emerging art contest winners at Centro León
The Centro León in Santiago is exhibiting the works of the finalists of the Diario Libre Contemporary Art Award. The 50 works by young artists (all under 38 years). The works are part of the collection of the third arts contest sponsored by the Diario Libre Foundation.


DJ David Guetta coming to Altos de Chavón
French DJ, producer and composer David Guetta is returning to the Dominican Republic for a 30 December performance at Altos de Chavon amphitheater in La Romana. The organizers say the amphitheater will become the largest dance floor in the Caribbean. Guetta follows the performances of Jennifer López, Maluma, Wisin, CNCO, and Yandel at the amphitheater.

A press release from the organizers describes Guetta is one of the best paid DJs in the world, and whom has collaborated with artists such as Rihanna, Madonna, Michael Jackson, Justin Bieber, Akon, Fergie, Usher, Lady Gaga, 50 Cent, Nicky Minaj among others.


Dan Thompson arrives for Dominican leg of the Run of the World Challenge
Dan Thompson who has previously run in 126 countries in Africa, South-East Asia, North, Central & South America, Europe, South Asia, the Pacific and the Middle East is now in Santo Domingo to run the Dominican 10km leg of his Run the World Challenge.

The meeting point for the Dominican run on Thursday, 16 November 2017 is at the Puerta del Conde at 4pm on Thursday, 16 November. The run will be along the Av. Independencia, returning along the seaside drive (Malecon), finishing in the Parque Colon next to the Santo Domingo Cathedral. He is expected to make it to the finish line around 5:30pm.

Thompson flew into the Dominican Republic from San Juan, Puerto Rico where on Wednesday, 15 November 2017, he ran the Puerto Rican 10 km. Next he travels to Port-au-Prince, Haiti for the run on 17 November and then on to Hamilton (Bermuda) for a Sunday, 19 November run.

Run the World is an extraordinary challenge created by Thompson himself. The British businessman and sports enthusiast has undertaken the challenge to run 10km in every country in the world, a total of 206 countries, prior to the 2020 Olympics in Tokyo.

Thompson has accepted the challenge to promote the physical and mental health benefits of sport and physical activity, and to raise money for cancer research following the recent death of his mother from cancer. The funds are donated to the Cancer Research Charity.

Thompson comments: “As we are all aware, this is the region that suffered enormously from hurricanes Irma and Maria and I thought long and hard about whether it was appropriate to travel there in November. Gigantes del Cibao take the lead of baseball championship
Including games up to 15 November 2017, the San Francisco de Macorís team, Gigantes del Cibao are now leading the 2017-2018 Dominican Winter Professional Baseball Championship with 16 wins and 9 losses. The Estrellas Orientales from San Pedro de Macoris have slipped to second place with 14 wins and 9 losses. The Aguilas are third with 13-10, the capital city teams Leones and Licey are 10-14, and the Toros del Este of La Romana have not yet found a way to move up from the last place and now post 9 wins and 16 losses.

Meanwhile, on 15 November 2017, the Licey Tigers celebrated their 110 years.
