President inaugurates supermarket in Ciudad Juan Bosch
On Tuesday, 2 January 2018, President Danilo Medina inaugurated a supermarket belonging to the Olé chain located in the Juan Bosch City where more than 500 families are currently living. Prior to the opening of the Olé supermarket, residents in the Ciudad Juan Bosch had to travel around 50 minutes to get to the nearest supermarket.

Founder of Olé, José Manuel Rodríguez Lomba, said he was very pleased to be able to help the residents of the new community and thanked the government for building the project.

Having cut the ribbon to inaugurate the supermarket, President Medina toured the supermarket. Afterwards, he checked on the progress of the construction of a hospital and a nursery within the same Juan Bosch City government development complex.

Tax collections up 10% over 2016
The Tax Agency (DGII) proudly announces that it has been able to increase tax collections to RD$386.18 billion. The DGII had budgeted to collect RD$384.1 billion. This is the first year since 2008 when the budgeted collections are surpassed.

Tax collections this year increased 10%. This is more than the GDP growth for the 2017 that was 4.5%.

A press release from the DGII says the outcome is part of results sought under the 2017-2020 Strategic Plan of the DGII. New director, Magin Diaz has argued from day one that an increase in taxation or new taxes are not necessary and instead sought to better enforce the present laws.

The DGII says that the fuel tax reported RD$54.5 billion, up 19.4%. The income tax collections were R$83 billion, up 20%. And ITBIS was RD$94.5 billion, up 3%, in a year where there was a marked slowdown of the economy. These three taxes generated 60% of tax revenues for the year.

Medical association and government talks advance
Government and Medical Association (CMD) negotiators met on Wednesday, 3 January 2018, and continued to delve into disputed wage increases and pensions for public hospital doctors. Among the agreements, the government accepted to revoke the pensions of 37 physicians so their wages could be increased and they could retire with higher pensions. It was established the physicians worked at more than one public hospital job.

The president of the CMD Wilson Roa said that the talks would resume on Monday, 8 January 2018. The CMD has requested from the Office of Supervisory State Works (OISOE) a report on the status of remodeling projects at dozens of public hospitals. The works have caused major inconveniences to the medical work.

Present for the government at the meeting were Public Health Minister Altagracia Guzmán Marelino and director of the National Health Service (SNS), Nelson Rodríguez Monegro.

Overpasses closed for maintenance
The Ministry of Public Works has announced the closing of the overpass on the 30 May highway at the intersection of Kilometer 12 on the highway to San Cristobal from 10:30 pm on Thursday, 4 January, until 5am on Friday, 5 January 2018.

In addition the elevated section on the Duarte Highway with Monumental Avenue, will be closed on 4 January.

On Friday 5 January, traffic in both directions will be shut down on the V Centenario Expressway at Hermanos Pinzón Street and the Los Americas Expressway tunnel.

The Ministry has asked for the public’s understanding and cooperation for any delays due to the painting and repairs of the highways.

Environmental permissions cancelled
The Ministry of the Environment has issued Resolution No. 0001/2018 cancelling more than 400 environmental permissions issued over the last several years. A press release explains the permissions had either expired or had not been collected at the Ministry by the interested parties. The situation was detected during the procedures to install the One Stop Shop at the Ministry.

The press note explained that the Compendium of Rulings and Procedures for Environmental Permissions in the Dominican Republic, of September 2014, in article 46, establishes that the developer has 60 days to pay for and collect the environmental permission. Should this time limit expire, the Ministry can extend it for 30 days. If that time period passes the permission is cancelled.

Santo Domingo Metro to get another car soon
The Dominican government expects to add another passenger car to increase the services on Line 1 of the Santo Domingo Metro soon. Peralta blamed the factory for the delays in availability of cars for the Santo Domingo Metro. For many months the demand for the service has outstripped the supply, resulting in long waits for passengers.

At the same time, Administrative Minister of the Presidency, José Ramón Peralta, explained that in addition, the new cars for the second line would arrive halfway through this year, but the fittings for these are still lacking.

When he visited Puerto Plata in December, last year, President Danilo Medina said that the second line would be finished this year, as well as the cable car that will connect passengers from the eastern side of the Ozama River. The second line of the Metro will connect the east and west side of Greater Santo Domingo.

Still people missing
According to the spokesman for the National Police, Colonel Frank Durán, of the 346 people reported missing during 2017, 238 have been found, 25 bodies were discovered and there are still 83 who have not been located.

Duran went on to say that of the 83 supposedly still missing, it is very possible they were found but that fact was not reported to the Police.

He provided these statistics during questioning from the press about the investigation into the disappearance of Rosa Mora, who went missing in November 2017, and so far has not been found. Duran said that the National Police continues to work hard to solve the case. A new protocol has been implemented that will broaden the scope of investigations of missing persons and prioritize engaging of family members of those who had disappeared.

Rosa Maria Mora, aged 65, left without her mobile phone from her home in the Honduras sector of the National District on 23 November 2017, and has not been seen since. Anyone with any information as to her whereabouts is asked to call 809-889-2112, 809-710-08831 or 849-865-4806.

Government facilitating the illegal entry of Haitians?
According to constitutional lawyer, Eduardo Jorge Prats, members of the Dominican military and government officials are taking bribes and assisting in the trafficking immigrants, which are leading to a flood of Haitians entering the Dominican Republic.

He maintained that some representatives of government agencies and military officers stationed at the border are negotiating with the migrants to allow them to enter the DR without proper documents. Jorge Prats, however, declined to identify those Dominican officials or military officers who may be involved.

Being interviewed by Huchi Lora and Amelia Deschamps on the program El Día on Telesistema, Channel 11, the adviser to the Attorney General’s Office said that the government had an obligation to protect the border.

Hundreds of undocumented Haitians detained
The Dominican army has detained 376 Haitians who were trying to enter the Dominican Republic illegally. Colonel José Manuel Durán Infante, commander of the Fourth Army Brigade, based in Mao, said that they were detained in the communities of Santa María, Las Matas de Santa Cruz, in Montecristi, and La Vigía, Carbonera, in Dajabón.

He explained that in the operation, as well as the army, also participating were officers of the Navy, Air Force and the Specialized Corps of Border Security (Cesfront).

Another Brit travels to DR to find his online match
British citizen Waleed Islam is interviewed in Diario Libre where he told reporters of his frustration that he has not being able to find the Dominican woman he had contacted via a match-making site. He said he came to the Dominican Republic to meet the woman in person, but this has not been possible. He said her name is Lisette Rodriguez, and that she described herself as the owner of a beauty salon. He said he has been here for a month. He described himself as a retired automobile industry engineer. Islam said he will remain here a few weeks to try to find her before returning to England.

The story unfolds after the much publicized tale of another unsuccessful match, that of Glyn Thomas Bailey of the UK and Dominican Wilfa Soto. Soto ended up having to economically maintain Bailey during much of his stay in the DR and appealed on social media for help in returning him to England. Bailey came on a one-way ticket. After her experience, Soto used social media to advise Dominican women to not commit the same error she had at inviting her online contact to visit. Diario Libre reporters say that Islam does not speak Spanish.

Awilda Moreta survives poisoning by father of her child
She survived a brutal attack while her boyfriend committed suicide unable to face what he had done. 18-year old Awilda Moreta is now recovering in the Juan Pablo Pina Public Hospital in San Cristóbal having survived after drinking a poisoned-laced juice given to her by her boyfriend. The incident occurred at her job place in a sports betting shop in Arroyo Higuero, Cambita, San Cristóbal province.

Physician Natividad Portes of the San Cristóbal hospital said that Moreta is fortunate to have survived the attempt on her life, because apparently she drank very little of the poison. Her doctor says that she is recovering satisfactorily.

Thinking he had poisoned Moreta, 25-year old Mario José Paulino Bautista drank the same substance. He didn’t survive and was buried in Cambita Garabito. The couple had a three-year old who now lost his father.

Convicted Paya drug massacre felon released
The Attorney General’s Office revealed that one of the 16 people convicted of the massacre of six suspected drug traffickers in Paya-Bani, which happened in Ojo de Agua on 4 August 2008, was freed from jail in the last days of December 2017. The man freed was former second lieutenant in the Dominican Armada, Andrés Tapia Balbuena, who was sentenced to 20 years in jail. 16 persons out of 22 charged were convicted in the Paya murder case with sentences of 10, 20 and 30 years handed down by a National District court.

It is now known that Tapia Balbuena still had around 8 months to go before completing half of his sentence, when he would be eligible for conditional release. He is the first of the Paya case to be freed.

The Paya case involved the murder of seven Colombians by a group of Dominican military and civilians, who were attempting to take 1,300 kilos of cocaine from them. The drugs were never found.

The investigation involved the highest members of the investigative branches of the National Police and other intelligence agencies following the murder of the seven Colombians: Darío José Atencio (El Jefe and/or El Don and/or Cañarete), Eduardo Fabio de León Perozo (Negro Bollo and/or El Gordo), Jesús del Río Hans(Blanquito), Oscar Darío Naranjo Mejía (Fierrito), Antonio Zuluaga Mustiola or Cerino Enrique and Marín Gutiérrez, Apolinar Altamirano Cuéllar.

Those convicted to 30 years in jail were Luis Lara and José Luis Montás (El Duro Motors), who died in jail, both named as the heads of the gang which killed the Colombians. Also sentenced to 30 years were ex marines Edward Mayobanex Rodríguez Montero (Comando), Miguel Peña Figuereo (Peñita), Ricardo Guzmán Pérez (El Tuerto), Jorge Luis Chalas and Antonio Roche Pineda.

Those sentenced to 20 years were Dennys Jairo Rodríguez Pérez, Yaneuris Manuel Calvo Tejeda, Andrés Tapia Balbuena and the only survivor of the shooting, Orín Clinton Gómez. Those sentenced to 10 years were Jesús Sánchez Piña and Scarlet Aristy Rosa (the only woman involved in the case). A three-year sentence was given to Augusto Alberto Danneris Andújar; and five years to Marcos Fajardo and Andrés Berroa Mercedes (Capi).

There is speculation that the release of Andrés Tapia Balbuena marks the beginning of the release from prison for the rest of the defendants in the case.

Venezuelan accused of death of two Dutch men
An El Seibo judge ordered one year pre-trial custody to Venezuelan Carlos Jose Gascón González (El Goncho) accused of the murder of two Dutchmen, 34-year old Rachid Benbouker and 36-year old Cuma Ceviz, whose corpses were found in a ditch in a sugar cane field in Mata de Palma, El Seibo.

Gascón was arrested on 29 December in an operation by Criminal Investigations Division of the Police (Dicrim). Local authorities say he directed a branch of a criminal structure that operates in the Caribbean, Europe and the United States. He is tied to the Cartel del Malecón (for the related money-laundering at a Santo Domingo Malecon casino) and Venezuelan Joel Palmar who was arrested in Colombia on 11 December 2017.

Another arrested with ties to this same cartel is Englishman Joseph Murphy in Colombia. Also Spanish citizen Eric Padron who is in pre-trial custody at the Anamuya jail in La Altagracia province since 3 July 2017.

Hiandra Martinez stars in fashion industry
21-year old Dominican model from Nizao, Hiandra Martinez was voted “one of the industry’s most promising newcomers” for 2017. The 21 year old from Nizao, in Peravia province, is regarded by Vogue as one of the top 16 models in the world.

In a recent Vogue online poll, Martínez received 83% of the vote in the category of “new faces to watch.” Martínez, who began modeling for Ossygeno Models in the Dominican Republic in 2012, is a favorite of Saint Laurent designer Anthony Vaccarello for whom she opened the YSL Fall 2017 show in Paris.

She has also modeled for top fashion houses Chanel and Valentino. In 2017 in addition to Chanel, Valentino and YSL, she was hired to be in runway shows for Tom Ford, Calvin Klein, Coach, Stella McCartney, Ferragamo, Paco Rabanne, Max Mara, FentyXPuma, Helmut Lang, Tory Burch, Anna Sui, Michael Kors, Burberry, JW Anderson and Mary Katrantzou.

Recently, Vogue Mexico feature on her said that the Dominican Republic is rapidly becoming the “birth place of top models.”

Five provinces under green alert
The Center for Emergency Operations (COE) has issued a green alert for five provinces, due to a weather front that could lead to floods, overflowing of rivers and streams as well as mud slides.

Those provinces under alert are Montecristi, Puerto Plata, Espaillat (especially Gaspar Hernández), María Trinidad Sánchez and Santiago.

Rains are expected across the north part of the country including the Central Mountain area due to the frontal system currently moving here from Cuba.

Small and medium-sized boats are being advised to stay close to the coast and not to venture out to sea.

Focus on the National and Central American/Caribbean Games in 2018
The Dominican Olympic Committee (COD) says that it is focused on preparing Dominican athletes for their participation in the 23rd Central American and Caribbean Games from 19 July to 3 August in Barranquilla, Colombia and the Youth Olympic Games 1-6 October 2018 in Buenos Aires, Argentina. In 2017, the COD had focused on the Bolivarian Games that took place in Colombia.

In 2018, the attention is also on preparing athletes to participate in the National Sports Games set for Cotuí, Sánchez Ramírez province in March 2018. The date of this event, nevertheless, could be postponed to give organizers more time to prepare.


Vladimir Guerrero expected to make Cooperstown this 2018
Sports writers are confident that Vladimir Guerrero will make it into the Cooperstown Baseball Hall of Fame in his second year on the ballot. The eligible members of the Baseball Writers’ Association of America casted their ballots by 31 December 2017 and the results will be announced on 24 January 2018.

If inducted, he would become only the third Dominican to be recognized by the prestigious baseball institution. Others are pitchers Juan Marichal (1983) and Pedro Martínez (2015). He missed out with a 71.7% on his first year on the ballot in 2017, short of the required 75%.

Vladimir Guerrero was inducted into the Angels Hall of Fame in August 2017. He would be the first Anaheim Angels player to make it into the Hall of Fame.

Guerrero played his first eight years with the Montreal Expos (1996-2003), next with the Anaheim Angels (2004-2009), the Texas Rangers (2010) and the Baltimore Orioles (2011).

No one doubts Guerrero has the numbers to be inducted: .318 BA, 2,590 hits, 449 home runs, 477 doubles and a career 1,496 RBI over 16 seasons. The only players to exceed him in both categories are Babe Ruth, Ted Williams, Stan Musial, Lou Gehrig and Jimmie Foxx – all Hall of Famers.

Licey still ahead in baseball championship
Defending champs, the Licey Tigers defeated the Escogido Lions 10-7 runs for the second consecutive night in games played at the Quisqueya Ball Park. The Licey had barely made it to the round robin to choose the playoff teams, but now has a record of 5-0 in the tournament.

In the standings, the Tigres del Licey (5-0) are followed by the Aguilas Cibaeñas (3-2), Gigantes del Cibao and Leones del Escogido (1-4).

Government facilitating the illegal entry of Haitians?
According to constitutional lawyer, Eduardo Jorge Prats, members of the Dominican military and government officials are taking bribes and assisting in the trafficking immigrants, which are leading to a flood of Haitians entering the Dominican Republic.

He maintained that some representatives of government agencies and military officers stationed at the border are negotiating with the migrants to allow them to enter the DR without proper documents. Jorge Prats, however, declined to identify those Dominican officials or military officers who may be involved.

Being interviewed by Huchi Lora and Amelia Deschamps on the program El Día on Telesistema, Channel 11, the adviser to the Attorney General’s Office said that the government had an obligation to protect the border.

Hundreds of undocumented Haitians detained
The Dominican army has detained 376 Haitians who were trying to enter the Dominican Republic illegally. Colonel José Manuel Durán Infante, commander of the Fourth Army Brigade, based in Mao, said that they were detained in the communities of Santa María, Las Matas de Santa Cruz, in Montecristi, and La Vigía, Carbonera, in Dajabón.

He explained that in the operation, as well as the army, also participating were officers of the Navy, Air Force and the Specialized Corps of Border Security (Cesfront).

Another Brit travels to DR to find his online match
British citizen Waleed Islam is interviewed in Diario Libre where he told reporters of his frustration that he has not being able to find the Dominican woman he had contacted via a match-making site. He said he came to the Dominican Republic to meet the woman in person, but this has not been possible. He said her name is Lisette Rodriguez, and that she described herself as the owner of a beauty salon. He said he has been here for a month. He described himself as a retired automobile industry engineer. Islam said he will remain here a few weeks to try to find her before returning to England.

The story unfolds after the much publicized tale of another unsuccessful match, that of Glyn Thomas Bailey of the UK and Dominican Wilfa Soto. Soto ended up having to economically maintain Bailey during much of his stay in the DR and appealed on social media for help in returning him to England. Bailey came on a one-way ticket. After her experience, Soto used social media to advise Dominican women to not commit the same error she had at inviting her online contact to visit. Diario Libre reporters say that Islam does not speak Spanish.

Awilda Moreta survives poisoning by father of her child
She survived a brutal attack while her boyfriend committed suicide unable to face what he had done. 18-year old Awilda Moreta is now recovering in the Juan Pablo Pina Public Hospital in San Cristóbal having survived after drinking a poisoned-laced juice given to her by her boyfriend. The incident occurred at her job place in a sports betting shop in Arroyo Higuero, Cambita, San Cristóbal province.

Physician Natividad Portes of the San Cristóbal hospital said that Moreta is fortunate to have survived the attempt on her life, because apparently she drank very little of the poison. Her doctor says that she is recovering satisfactorily.

Thinking he had poisoned Moreta, 25-year old Mario José Paulino Bautista drank the same substance. He didn’t survive and was buried in Cambita Garabito. The couple had a three-year old who now lost his father.

Convicted Paya drug massacre felon released
The Attorney General’s Office revealed that one of the 16 people convicted of the massacre of six suspected drug traffickers in Paya-Bani, which happened in Ojo de Agua on 4 August 2008, was freed from jail in the last days of December 2017. The man freed was former second lieutenant in the Dominican Armada, Andrés Tapia Balbuena, who was sentenced to 20 years in jail. 16 persons out of 22 charged were convicted in the Paya murder case with sentences of 10, 20 and 30 years handed down by a National District court.

It is now known that Tapia Balbuena still had around 8 months to go before completing half of his sentence, when he would be eligible for conditional release. He is the first of the Paya case to be freed.

The Paya case involved the murder of seven Colombians by a group of Dominican military and civilians, who were attempting to take 1,300 kilos of cocaine from them. The drugs were never found.

The investigation involved the highest members of the investigative branches of the National Police and other intelligence agencies following the murder of the seven Colombians: Darío José Atencio (El Jefe and/or El Don and/or Cañarete), Eduardo Fabio de León Perozo (Negro Bollo and/or El Gordo), Jesús del Río Hans(Blanquito), Oscar Darío Naranjo Mejía (Fierrito), Antonio Zuluaga Mustiola or Cerino Enrique and Marín Gutiérrez, Apolinar Altamirano Cuéllar.

Those convicted to 30 years in jail were Luis Lara and José Luis Montás (El Duro Motors), who died in jail, both named as the heads of the gang which killed the Colombians. Also sentenced to 30 years were ex marines Edward Mayobanex Rodríguez Montero (Comando), Miguel Peña Figuereo (Peñita), Ricardo Guzmán Pérez (El Tuerto), Jorge Luis Chalas and Antonio Roche Pineda.

Those sentenced to 20 years were Dennys Jairo Rodríguez Pérez, Yaneuris Manuel Calvo Tejeda, Andrés Tapia Balbuena and the only survivor of the shooting, Orín Clinton Gómez. Those sentenced to 10 years were Jesús Sánchez Piña and Scarlet Aristy Rosa (the only woman involved in the case). A three-year sentence was given to Augusto Alberto Danneris Andújar; and five years to Marcos Fajardo and Andrés Berroa Mercedes (Capi).

There is speculation that the release of Andrés Tapia Balbuena marks the beginning of the release from prison for the rest of the defendants in the case.

Venezuelan accused of death of two Dutch men
An El Seibo judge ordered one year pre-trial custody to Venezuelan Carlos Jose Gascón González (El Goncho) accused of the murder of two Dutchmen, 34-year old Rachid Benbouker and 36-year old Cuma Ceviz, whose corpses were found in a ditch in a sugar cane field in Mata de Palma, El Seibo.

Gascón was arrested on 29 December in an operation by Criminal Investigations Division of the Police (Dicrim). Local authorities say he directed a branch of a criminal structure that operates in the Caribbean, Europe and the United States. He is tied to the Cartel del Malecón (for the related money-laundering at a Santo Domingo Malecon casino) and Venezuelan Joel Palmar who was arrested in Colombia on 11 December 2017.

Another arrested with ties to this same cartel is Englishman Joseph Murphy in Colombia. Also Spanish citizen Eric Padron who is in pre-trial custody at the Anamuya jail in La Altagracia province since 3 July 2017.

Hiandra Martinez stars in fashion industry
21-year old Dominican model from Nizao, Hiandra Martinez was voted “one of the industry’s most promising newcomers” for 2017. The 21 year old from Nizao, in Peravia province, is regarded by Vogue as one of the top 16 models in the world.

In a recent Vogue online poll, Martínez received 83% of the vote in the category of “new faces to watch.” Martínez, who began modeling for Ossygeno Models in the Dominican Republic in 2012, is a favorite of Saint Laurent designer Anthony Vaccarello for whom she opened the YSL Fall 2017 show in Paris.

She has also modeled for top fashion houses Chanel and Valentino. In 2017 in addition to Chanel, Valentino and YSL, she was hired to be in runway shows for Tom Ford, Calvin Klein, Coach, Stella McCartney, Ferragamo, Paco Rabanne, Max Mara, FentyXPuma, Helmut Lang, Tory Burch, Anna Sui, Michael Kors, Burberry, JW Anderson and Mary Katrantzou.

Recently, Vogue Mexico feature on her said that the Dominican Republic is rapidly becoming the “birth place of top models.”

Five provinces under green alert
The Center for Emergency Operations (COE) has issued a green alert for five provinces, due to a weather front that could lead to floods, overflowing of rivers and streams as well as mud slides.

Those provinces under alert are Montecristi, Puerto Plata, Espaillat (especially Gaspar Hernández), María Trinidad Sánchez and Santiago.

Rains are expected across the north part of the country including the Central Mountain area due to the frontal system currently moving here from Cuba.

Small and medium-sized boats are being advised to stay close to the coast and not to venture out to sea.

Focus on the National and Central American/Caribbean Games in 2018
The Dominican Olympic Committee (COD) says that it is focused on preparing Dominican athletes for their participation in the 23rd Central American and Caribbean Games from 19 July to 3 August in Barranquilla, Colombia and the Youth Olympic Games 1-6 October 2018 in Buenos Aires, Argentina. In 2017, the COD had focused on the Bolivarian Games that took place in Colombia.

In 2018, the attention is also on preparing athletes to participate in the National Sports Games set for Cotuí, Sánchez Ramírez province in March 2018. The date of this event, nevertheless, could be postponed to give organizers more time to prepare.


Vladimir Guerrero expected to make Cooperstown this 2018
Sports writers are confident that Vladimir Guerrero will make it into the Cooperstown Baseball Hall of Fame in his second year on the ballot. The eligible members of the Baseball Writers’ Association of America casted their ballots by 31 December 2017 and the results will be announced on 24 January 2018.

If inducted, he would become only the third Dominican to be recognized by the prestigious baseball institution. Others are pitchers Juan Marichal (1983) and Pedro Martínez (2015). He missed out with a 71.7% on his first year on the ballot in 2017, short of the required 75%.

Vladimir Guerrero was inducted into the Angels Hall of Fame in August 2017. He would be the first Anaheim Angels player to make it into the Hall of Fame.

Guerrero played his first eight years with the Montreal Expos (1996-2003), next with the Anaheim Angels (2004-2009), the Texas Rangers (2010) and the Baltimore Orioles (2011).

No one doubts Guerrero has the numbers to be inducted: .318 BA, 2,590 hits, 449 home runs, 477 doubles and a career 1,496 RBI over 16 seasons. The only players to exceed him in both categories are Babe Ruth, Ted Williams, Stan Musial, Lou Gehrig and Jimmie Foxx – all Hall of Famers.

Licey still ahead in baseball championship
Defending champs, the Licey Tigers defeated the Escogido Lions 10-7 runs for the second consecutive night in games played at the Quisqueya Ball Park. The Licey had barely made it to the round robin to choose the playoff teams, but now has a record of 5-0 in the tournament.

In the standings, the Tigres del Licey (5-0) are followed by the Aguilas Cibaeñas (3-2), Gigantes del Cibao and Leones del Escogido (1-4).
