Government renews PNRE residence permits again
The Migration Agency (DGM) has announced that on Tuesday, 9 January 2018, the second stage of the National Status Legalization Plan (PNRE) begins for the Non-Resident migratory category. This category was created primarily for the thousands of Haitians who have not been able to secure documentation from the Haitian government to complete their formal residency applications in the Dominican Republic.
The DGM explains that work will be carried out gradually by region. The PNRE reports 90,522 of the 252,407 who registered with the PNRE are in the eastern region and should be the first to begin the renovation procedures for permits that expired in July 2017. These should go to the provincial offices in San Pedro de Macoris, La Romana, El Seibo and La Altagracia.Those who registered in Hato Mayor should go to the Governor’s office in El Seibo.
The next group will be those registered in southern provinces that will start on 15 January 2018. Those registered in northern provinces need to visit the DGM offices starting 22 January. And those registered in Santo Domingo and Monte Plata should start the process on 7 February at the main headquarters in Santo Domingo.

Alcohol sales back to restricted times
The Ministry of the Interior and Police reminded all in the Dominican Republic that the curfew on sale of alcohol is back in effect. Alcohol cannot be sold from 12 midnight Sunday to Thursday and from 2am on Fridays and Saturdays. There are some exceptions, especially in hotels.
The curfew had been lifted for the Christmas and New Year festivities from 10 December 2017 to 8 January 2018. Now all bars, discotheques, stores, billiard halls and other such establishment must now return to their authorized hours for selling alcohol as established by the law.

Agriculture production up
Agriculture MinisterÁngel Estévez says farm production is up 5.9% responding to measures implemented last year. He figures to data released by the Central Bank for the January to November 2018 period.
Estévez said that the biggest production gains were in rice production that increased from 12.2 million quintals to 12.8 million, which represents 4.9% increase, and plantains that increased from 2,399 million units to 2,530 million for an increase of 3.82%.
Cassava reached 3.8 million quintals for a 3.82% increase; yautía to 736,000 quintals for an 8.29% increase; yams increased by 9.13%, avocados reach 1,166 million units for an increase of 5.56%.
Milk increased to 835 million liters, an increase of 10.58%; eggs increased by 8.87% to reach 1,867 million units and chickens showed at 3.84% increase reaching 207 million units.
Estevez said he was happy with the increases, especially given the damage caused in the north west of the country by hurricanes Irma and Maria.
Estevez highlighted that the Dominican Republic produces 85% of the products it consumes and also exports, with agricultural exports reaching US$2,090 million last year for an increase of 1.8%.

Marbete time period up
Monday, 8 January 2018 was the last day to renew the vehicle taxation sticker, known here as the “marbete” for 2017-2018 without paying the RD$1,000 penalty. Now the sticker can only be obtained from the Tax Agency offices (DGII) rather than from the full range of financial institutions.
By the end of last week, only 70% of the 896,450 vehicles had renewed the taxation sticker out of a total vehicle park of 1,279,845 vehicles.
The Metropolitan Transport Authority (AMET) will now be stopping and fining those on the road without the stickers.
Vehicles manufactured before 2012 had to pay RD$1,500 and those from 2013 onwards, RD$3,000. The RD$1,000 fine is now added to these fees.

Cap Cana defends its high rise developments
Cap Cana Group has confirmed via a paid for advertisement that they are in total compliance with the regulations of the Ministry of Tourism in respect of the maximum number of floors for projects in beach areas.
The Cap Cana Group stated that the law says construction should not be within 60 meters of the high tide level and they allow a 100-meter fringe. They explain that the Cap Cana towers are not on the beach but between 1,000 to 1,400 meters from the beach. They highlight that this is the same distance as the Presidential Palace is from the sea or the Hotel Embajador.
The paid advertisement says that the construction of the new towers will not mean an increase in density, but rather a “vertical regrouping of the already authorized density.” The developers say this will allow for more green and recreational areas to be enjoyed by those purchasing the property.
Cap Cana Group says that as far as they are aware all permissions for the construction have been issued by the Ministry of Tourism and the Ministry of Environment and it had complied with all of the processes.
Cap Cana Group argues that the construction of the towers is a way to achieve the goal of 10 million tourists stated by President Danilo Medina at the start of his first government in 2012.
The statement was made in response to complaints by tourism experts and the National Hotel & Tourism Association, the Association of Tourism Developments in the East, on the authorization of construction of buildings taller than four floors (17.5 meters) in the east of the country, near the beach. Cap Cana already has the highest standing resort in the Punta Cana area, the Secrets Punta Cana. Asonahores says the authorization violates the low density model established in the land use plans for the area.
In December 2017, the Ministry of Tourism authorized the construction of high rises in the Cap Cana and Macao beach area developments. Tourism Minister Francisco Javier Garcia has not been available to the press for commenting on the matter.

More Haitians detained
The Army has detained 20 Haitians in a community in Montecristi who had crossed the border illegally and were waiting for nightfall to move towards Santiago. Sixteen of the group was male and four female, including five minors.
According to the Ministry of Defense, the year 2017 saw an explosion in the numbers of Haitians crossing the border illegally with 195,000 having been arrested and returned to Haiti. In previous years the figure was around 50,000 per year. An editorial in Diario Libre highlights that the 195,000 deportees number means the authorities are not doing their job on the border. The number is only those who were detained and sent back, and does not include those who were not detected.
In the first five days of 2018, more than a thousand Haitians have been detained in the border region trying to cross into the Dominican Republic.

Minor thought to have drowned in Cabarete
Rescue service agencies have been looking for a minor who disappeared in the waters of the municipality of Cabarete, Puerto Plata on Sunday, 7 January 2018 at around midday.
Marcos Abreu, aged 16 was swimming in the ocean with his friends and then disappeared.
He lived at Kilometer 13 of the Duarte Highway in the National District. Civil defense, the Red Cross and a unit from Ambar Rescue continue to search for the teenager but so far he has not been found.

Rains decreasing but Onamet maintains alerts
The forecast of National Meteorological Office (Onamet) calls for a decrease in the frequency and intensity of rainstorms. However, the Dominican weather bureau has maintained flood alerts across 11 provinces.
In its bulletin yesterday, Monday 8 January 2018, Onamet explained that the weather front to the south of Haiti is moving away from the country and another front to the northwest of the island is weakening. However, the high level of humidity in the atmosphere will produce clouds in the northwest, northeast, southeast and Central Mountain Range.
The alert for flooding and the overflowing of rivers and streams as well as landslides is still in place for the provinces of Puerto Plata, Espaillat (especially Gaspar Hernández), María Trinidad Sánchez, Montecristi, Dajabón, Santiago Rodríguez, Valverde, Elías Piña, Santiago, Samaná and Duarte (especially Bajo Yuna).

Puerto Plata province flooded again
The intense rain which there has been in Puerto Plata province since Friday 5 January 2108, has caused flooding in several areas, including the hospital in Villa Isabela, damaged bridges and left communities cut off.
Doctor Edwin López, director of the Villa Isabela hospital said that the hospital is still operating normally at the moment, and flooded areas were being cleaned, but that the situation is being evaluated with the assistance of Governor Iván Rivera.
According to Civil Defense, around 51 houses were affected in Villa Isabela, three in the Cristóbal Colón sector; four in La Yaguita, six in Padre Boil Street; seven behind the hospital; eleven in Guaconejal, 15 in the Laguna Grande housing project and five in La Rotonda and 24 people have had to leave their homes.
The rains have also affected one of the bases of the Las Canas Bridge on the Imbert-Luperon Road which was also damaged by the rains in November 2016.
Also affected were the communities of Belloso and Cambiazo, in the municipality of Luperón, Los Pérez, Pancho Mateo, Mozobí, Los Ciruelos and Caraballo in Montellano and in Maimon, the communities of Los Canos and Guzmancito were cut off during Saturday and Sunday.

Escogido defeats Licey in Santo Domingo
It was a good evening for Escogido Lions fans. Despite putting men on base several times, the Licey Tigers were not able to defeat the Lions during the Monday, 8 January 2018 game at the Quisqueya Ball Park in Santo Domingo. Nevertheless, the defending champions, the Tigres del Licey continue in the lead of the Dominican Winter Professional Baseball Championship, with the standings: Licey 7-2, Escogido 5-4, Aguilas 4-5 and Gigantes 2-7.
The round robin games continue with no days off through Thursday, 18 January 2018, by when the playoff teams need to be decided.
