DR1 Daily News next update on 30 January 2018
The next DR1 Daily News update will be published on Tuesday, 30 January 2018 after the Duarte Day long weekend. Take note that Monday, 29 January is a holiday in the Dominican Republic. It honors the founding father of the Dominican Republic, Juan Pablo Duarte.

While Duarte’s birth date falls on Friday, 26 January 2018, the Ministry of Labor ordered it to be a working day, and then celebrated on Monday, 29 January.

Constitutional Court urges passing of important bills
Constitutional Court presiding judge Milton Ray Guevara used the forum of the celebrations for the 6th anniversary of the court at the Supreme Court of Justice building on 24 January 2018 to call for the National Congress to pass several important bills.

Among the bills mentioned by Ray Guevara are: the Political Parties Bill, the Bill on the Intelligence System of the Sate, Bill on the National Referendum, Bill on Direct Mechanisms for Local Participation, the Bill on the Land Use, the Sports Promotion Bill and the Bill on the Rulings for Acquisition and Transfer of Property on the Haitian Border, and a new Freedom of Expression Bill.

Reporting on the work of the court, Ray Guevara said that the court has issued 3,001 verdicts that are published online on the Constitutional Court’s web site, including 800 decided over in 2017, 13% more than in 2016. The Constitutional Court was created in 2010 with the passing of the 2010 Constitution.

Conep and Fenatrado to work together?
The National Business Council (Conep) and the National Federation of Dominican Transportation (Fenatrado) have agreed to join forces and work towards the reorganization of the transportation system in the country in order to make it more efficient and modern. Fenatrado is the largest association of owners of trucks in the country that has used forceful ways to impose monopolies on the transporting of cargo by land, making this one of the most costly in the region.

A commission made up by Pedro Brache and Cesar Dargam, the president and executive vice president of the Conep, together with others of the Conep board of directors, met with Ricardo de los Santos, the head of Fenatrado at the Fenatrado headquarters.

De los Santos told reporters from the Diario Libre: “We feel that it is time to join forces to organize freight hauling into a modern and efficient system. These are elements that are essential to the country’s development and will assist in our competitiveness and economy.” Brache, in turn, highlighted that the National Transport Institute (Intrant) is now in the process of working out the rules and regulations to implement the new Transport Law 63-17 that will affect all aspects of ground transport.

Agencia Bella explains the origin of the missing sidewalk
In an advertisement in Diario Libre on 23 January 2018, the Agencia Bella, concessionaires of Honda vehicles in the Dominican Republic, explained that the lack of a sidewalk in front of their location on Av. John F Kennedy occurred when the Ministry of Public Works added a lane to the avenue when engineer Diandino Peña was minister of Public Works. The company explains the outside wall of the company is in the same place it has always been and was not built after the road.

In a media spread on Tuesday, 23 January 2018, city Mayor David Collado gave the impression the company had usurped the highway. Agencia Bella lamented that Mayor Collado was not duly informed of the origin of the situation.

The company says that it has always been open to negotiations with the government to avoid the present situation whereby pedestrians at that point need to walk inside the highway to cross their installations.

Back tracking, the company explained that for goodwill, it had “facilitated” to the Ministry of Public Works part of the property that was used to build a pedestrian walk. The company says that they pay all their taxes and are requiring a fair price for the relinquishing of the property to restore the sidewalk.

The company complains that Mayor David Collado did not reach out to Agencia Bella to explore solution alternatives, despite the city government recognizing that the company was affected by a situation it did not create.

The National District government this week created a protected pedestrian area off the location and announced it was giving Agencia Bella 30 days to correct the situation.


Taiwan discards weakening of relations with Caribbean nations
At a recent meeting in Chile with the foreign ministers from El Salvador, Dominican Republic and Haiti, the Taiwanese Foreign Minister, Wang Yi, said that “relations with the Caribbean nations remain stable.”

The meeting of the diplomats from the Caribbean took place last week in Santiago de Chile on occasion of the ministerial meeting of the China-Community of Latin American and Caribbean States (China-CELAC) events and did not deal with “bilateral” agreements but rather hemispheric issues. With the ministers from Central America and the Caribbean, the Taiwanese Foreign Minister spoke of economic and commercial issues. He noted that the pressure from the People’s Republic of China, “has always existed” and is closely followed by the government of Taiwan. The island nation is seeking to strengthen its relations with its Latin American allies under guidelines of ”pragmatic and reciprocal diplomacy.”

Tanker linked to North Korea is from Dominica not the DR
The Ministry of Foreign Relations of the Dominican Republic and the Dominican Port Authority disputed news published in The Japan Times regarding a Dominican Republic registry tanker in North Korea waters. Victor Gomez Casanova, of the Port Authority, said there is no oil tanker registered for this country. Likewise, the Japanese ministries of Defense and Foreign Relations have clarified that the tanker shown in violations with UN is from the island of Dominica, not the Dominican Republic as the Japan Times had reported.

The Japan Times had reported that according to the Japanese government, a Japanese patrol plane spotted contact between North Korean and Dominican Republic tankers in the East China Sea, raising suspicion of a possible transfer of cargo in violation of UN sanctions on the North. The aircraft took photos of the scene near Shanghai on Saturday as it was patrolling for illicit transfer of refined oil at sea by North Korea.

Last September, the United Nations’ Security Council passed a resolution prohibited the ships of UN member states from engaging in the transfer of any goods or items to North Korean-flagged vessels at sea.

The Ministry of Foreign Relations in a press conference on Tuesday, 23 January 2018 clarified that the tanker was from Dominica, as reported by the NHK news agency. The news agency states that Japan has released images of a suspected violation of UN Security Council resolutions by a North Korea-registered tanker. And that the Japanese foreign and defense ministries on Wednesday, 24 January 2018 put on their websites the images of contact between the ship and a Dominica-registered tanker in the East China Sea.

Geologists propose eviction of people from Los Haitises
There is an urgency to close the entire area of Los Haitises to human settlement as well as all agriculture according to the National Geological Service. The area is responsible for most of the drinking water in the eastern region of the Dominican Republic and is a natural water reserve.

The Los Haitises National Park is located in the northeast of the country and to the West and South of the Bay of Samana. The area runs roughly between the town of Sanchez in Samaná province on the north side of the Samaná and extends eastward to Sabana de la Mar in Hato Mayor province on the south side of the bay. The limestone hills and soils serve as sponges for water and there are many lagoons in the area.

The director of the NGS, Santiago Jose Muñoz Tapia, explained to reporters that at the rate that people are cutting down the rainforests in Los Haitises, and building houses, the underground waters could evaporate and leave large areas of the east without any drinking water. He said that there should be no type of human intervention in the area, with the exception of special tours for tourists and for studies.

He added that his agency is working closely with the University of Cartagena (Colombia) to analyze the quantity and quality of the water in the wetlands around the Ozama River. He also noted that the government of Japan has donated 10 seismographs that will be places in universities in Santiago, La Vega, Barahona, Santo Domingo, Jimani, and Dajabon as well as in other places.

Judge calls for firmer immigration controls
Judge Wilson Gomez, a member of the Constitutional Court as well as the vice-president of the Duarte Institute, has called for firmer measures to deal with the massive, illegal immigration of Haitian into Dominican territory. He added that the massive presence of Haitians in the country not only impacts the economy and public health, but also the nation’s security. He argued that although there is illegal immigration from other nations, the “immigration from neighboring Haiti is certainly the most worrisome…”

He said that above all, the country must take measures to control the flow. “Of course,” he said, “it (the Haitian immigration) is an issue of national security due to the risks that are implied.”

Yesterday the Duarte Institute announced a series of activities relating to the celebration this weekend of the birth of the founding father of the DR, Juan Pablo Duarte on 26 January 2018. While the event falls on Friday, 26 January 2018, the Ministry of Labor ordered the holiday be celebrated on Monday, 29 January 2018.

Immigration seizes hundreds of altered ID cards
The fake migration cards keep turning up. Although the numbers vary according to the newspaper carrying the news, it is apparent that the Migration Agency (DGM) has recently seized more than 350 fake or altered ID cards for persons registering with the National Foreigner Legalization Plan (PNRE).

According to the report from the DGM, some 369 counterfeit ID cards and 30 copies of the PNRE cards together with seven foreign passports and two student ID cards were collected in migratory inspections in Dajabon and Elias Piña, on the border with Haiti. This is the fifth operation of this sort carried out by the DGM over the past few months, and, so far, some 3,400 falsified ID cards have been seized, together with foreign passports and altered Dominican cedulas.

According to the Law 285-04, there is automatic deportation of the persons involved in cases of fake, altered or false identity cases. Any ID card holder under the PNRE who lends his/her card for such purposes, is automatically excluded from the PNRE and deported, except in those cases where the document has previously been reported either lost or stolen.

Army nails 44 illegals in a minibus near Mao
Army men arrested late on Tuesday, 23 January 2018 some 44 illegal Haitian immigrants traveling on a minibus to the city of Mao. The bus covers the route between Las Matas de Santa Cruz and Mao. According to El Nacional newspaper, the most recent series of arrests brings the total number of illegals arrested and turned over to the Migration authorities for deportation to some 10,000 in the last two weeks.

According to Colonel Felix Manuel Duran Infante, the commander of the 4th Brigade, the 44 Haitians were attempting to reach Santiago. He said that he and his troops are part of Operation Shield 2018 underway as part of the Dominican Army strategy to slow down the wave of Haitian immigration. Col. Duran Infante also added that his troops have also seized more than seven tons of contraband garlic, and 92 motorcycles being driven by illegal and undocumented persons. The army has also seized seven SUVs carrying contraband and illegals, three minibuses, various small weapons and 140 pounds of marijuana in their operations.

Maybe he cheated even on his brother?
A brother has filed a complaint at the Prosecutor’s office in the National District against former director of the Office of Supervising Engineers of State Works (Oisoe), Miguel Pimentel Karet, alleging a US$25 million fraud. Victor Eduardo Pimentel Karet filed the complaint through his lawyer Tomas Castro.

The complaint alleges that in the early 90s the two brothers held 40% of the shares in the Caribbean Village and Resort Dominicana company, that operated hotels and that the shares were in the name of a company that both owned, which was also the owner of the Decameron Resort in Juan Dolio.

The complaint goes on to say that during a trip, Miguel Pimentel Kareh found out that the company would bring in a powerful investment group, who would bring in valuable hotel properties, and he did not tell his brother this news. The brief goes on to say that for several days, the plaintiff tried calling his brother in order to receive his part of the sale but the former government official but this did not happen and thus the brother is suing.

Soberano Awards announces producers and hosts
Alberto Zayas was announced to be the producer for the 34th Soberano Awards, the Oscars night for Dominican show business. The hosts for the show will be Roberto Angel Salcedo and Nashla Bogaert, best known in recent years as movie actors. Roberto Angel Salcedo had been host in 2011. It is a first time for Bogaert.

The show is organized by the National Association of Show Business Chroniclers (Acroarte) and sponsored by the Cerveceria Nacional Dominicana, manufacturer of Presidente beer.

During the announcement, Zayas promised a spectacular evening filled with emotion.

Vladimir Guerrero to Cooperstown Hall of Fame
The Cooperstown Baseball Hall of Fame announced on Wednesday, 24 January 2018 that Dominican Vladimir Guerrero is to be inducted this summer into the prestigious sports center. He follows in the footsteps of pitchers Juan Marichal and Pedro Martinez. Others inducted in the Class of 2018 are: Jim Thome, Chipper Jones and Trevor Hoffman.

The 6’4 tall Guerrero made the Hall of Fame in his second year of eligibility. In his first time he received 71.7% of the 75% needed to get in. In his second year, he received 92.9%, a higher percentage of the vote than Marichal or Martinez and is the first Dominican position player to make the Hall. He is also only the 10th Latin American baseball player to make the Hall of Fame. He also received the highest percentage for entry of any Latin American ball player so far.

President Danilo Medina sent Vladimir Guerrero a congratulatory tweet from Switzerland where he is participating in the World Economic Forum to congratulate him.

Guerrero flew to New York to receive “the call”, and returns to the Dominican Republic for celebrations in his Don Gregorio neighborhood in Baní, Peravia province in the south.

The Cooperstown Hall of Fame induction ceremony is scheduled for 29 July 2018 at 1:30pm ET.

Aguilas lead 2-0 in baseball playoffs
Despite an early lead of 4-1, the Tigres del Licey again collapsed in the second half of the game losing to the Aguilas Cibaeñas in Santiago, 8-4. It was an evening of many homeruns, with the Aguilas getting the best of the game towards the end.

The 7-4 series continues today with the Licey vs. Aguilas game at the Quisqueya Ball Park at 7:30pm. Next, the teams will be in Santiago, for the Friday, 26 January game at 7:30pm, to return to Santo Domingo for the Saturday, 27 game at 5pm, in Santiago on Sunday, 28 at 5pm, and in Santo Domingo, for the Monday, 29 January game, also at 5pm because Monday is a holiday.

Colao gets off to a good start in US moviehouses
The Dominican romantic comedy, Colao could become the highest grossing Dominican film in the United States. The film directed by actor Frank Perozo cashed in US$156,000 in its first three days after opening in New York on 19 January 2018 in seven movie houses, say the producers.

Actors Manny Pérez, Raymond Pozo, Migue Céspedes, Nashla Bogaert, Celinés Toribio, Anthony Alvarez and urban singer Arcangel have the leading roles. The film is showing in Times Square, the Bronx and Provindence, Rhode Island, targeting primarily Dominican expat audiences.

Carnival Santo Domingo East 2018
No need to travel to La Vega, Santiago or Bonao to enjoy the carnival in February. The mayor of Santo Domingo East invites capital city dwellers to just cross the bridge over Ozama River to enjoy the Santo Domingo East carnival parades.

The first carnival parade will be on Sunday, 11 February 2018, running from the Invivienda Park. The guest performers will be David Kada and Max B. On Sunday, 18 February, the celebrations will be centered at the Invi of Los Minas with the performance of the Chiquito Team Band and Mayor Clásico. On Sunday, 25 February, the closing parade will be on the Avenida España with performances by Sexappeal and Mozart Lapara
