Let me guess...its a new game he knows nothing about located near the entrance to the casino. A friendly dude gave him some free money to play the game and try it out. He played and actually won. But he had to give his credit card to play more. After that he won some more, but started getting confused by the rules and eventually started to lose. In the end he lost a bunch of money and the casino made him pay via the credit card.

OK please understand the odds of winning are not on your side.
It is not a scam if it is a Casino.
It is just the way it is.

I never gamble beyong life itself. Have seen far too many heartbreaks.
Those Hollywood movies showing the big wins are simply fantasy and not reality.
Hey, I could be wrong , just my humble opinion anyway.

I think the scam here is like the scam they did with Keno. The guy is adding up the score incorrectly (you have to see the last few seconds of the video where they challenge him) so he basically gets the maths wrong and lets them win the first few times, then he would go on to give them the true total, which will always mean they lose, subseuqently. It looks like a more complicated version of Keno, certainly I can imagine if you had a few drinks inside you this would be very difficult to understand.

My advice to the OP is to contact the Dominican Republic Tourist Office in your home country and tell them about this. They will take you seriously, they hate bad publicity for Dom Rep, and they will definitely have relationships with the resort involved. If any tourist is scammed, this is always a good thing to do. There is DR Tourist Office in most countries that send large numbers of tourists to the island.
 
Lots of scams at lots of casinos here. No surprise, happens all the time. 
I stick to poker or for a bit of fun the slots where I am not really expecting to win much.  
A Casino in sosua has also drugged multiple people I know so be aware of that as well. 

Makes me want to go to a casino now.

Mark Twain wrote that in Huckleberry Finn page 28.....''You pays your money. you takes your chances''... so so true today at the Casino's wherever they are.
