On Tuesday 6 March 2018, President Danilo Medina opened a new clinic and diagnostics center in the municipality of Neyba, in the southwestestern province of Barahona. This replaces services offered at the San Bartolomé public hospital that has been demolished to be replaced by a new medical center at the same site. President Danilo Medina used the trip to Neyba to also make the symbolic dig to mark the start of construction of the San Bartolomé public hospital.
The Neyba diagnostics clinic will temporarily provide for first level health services for the residents of the municipalities of Galván, Villa Jaragua, Los Ríos, Las Clavellinas, La Teja and El Salado while the new Neyba hospital is built.
The new diagnostics center will be offering emergency services, consulting rooms, and diagnostic imaging. It has areas for gynecology, pediatrics, internal medicine, dentistry, psychology, sonography, laboratory, x-rays, pharmacy and vaccinations with the latest technology and equipment.
Patients requiring hospitalization will be transferred to the public hospital in Galvan that is about five minutes away. At the inauguration, Dr. Chanel Rosa, the National Health Service director, Dr. Luis Perez will coordinate ambulance services to take patients from Neyba and nearby communities who need transferring to the Galvan hospital.

Work begins on Botanical Gardens gully
The director of the Santo Domingo Water Corporation (CAASD), architect Alejandro Montás announced the start of a project to recondition the gully that flows through the National Botanical Gardens located in northern Santo Domingo. Ricardo García, director of the Botanical Gardens, highlighted the importance of improving the structure given the large number of visitors to the Botanical Gardens. García explained that the gully had been carrying untreated sewage and surface water from the low-income communities around the gardens, bringing concerns for the health of the visitors to the gardens.
Montás of the CAASD explained that the works include the installation of an area for the transferring of aquatic flora, conditioning of the access points to the equipment used for cleaning, construction of cofferdam (elements that are used to channel water flows) for the diversion of the so-called Gran Cañada that passes through the Botanical Gardens. He said debris and other material would be diverted through the use of new dams and installation of a 12-inch pipeline and surface regulators.
"With the renovation of the Gran Cañada, the splendor that it had in its beginnings will be recovered, taking advantage of its conditions for conservation, research and environmental education and becoming a sanctuary for the fauna and flora of the area," said the director of the National Botanical Gardens.

Haitians are 40-45% of patients at largest Cibao maternity
The director of the maternity area of the Presidente Estrella Ureña public hospital in Santiago says that 40 to 45% of the pregnant women treated at the hospital are undocumented Haitians. Birthing tourism from Haiti is large, as Haitians come by the thousands to receive the free medical care. The hospital also serves the large Haitian population resident in the Cibao.
According to Juan Ferreras, director of the hospital, the Haitians receive the same services offered to Dominicans. The public hospital is mostly used by the poor, as those on medical insurance plans are more likely to seek out services at larger centers that accept medical plans that feature a small deductible.
The Presidente Estrella Ureña hospital maternity hall is now the main public gynecology and obstetrics service for the Cibao region after it took over the maternity services previously offered by the Jose María Cabral y Baez Hospital, the largest public hospital in the Cibao.

According to the Migration Agency (DGM), during February 2018 557,096 people legally entered the country and another 602,966 left by air. Punta Cana International Airport served the largest number of passengers followed by Las Américas in Santo Domingo, Gregorio Luperón in Puerto Plata, Cibao airport in Santiago, La Romana, El Catey in Samaná and La Isabela airport in Santo Domingo.
The DGM reports 21,123 people legally entered and another 17,958 legally left by the land borders with Haiti at Jimaní, Dajabón, Elías Piña and Pedernales.
By sea there were 142,542 arrivals and 141,874 departures mainly at La Romana and Maimón in Puerto Plata by cruise ships.
The DGM reports that 7,598 foreigners from 12 different countries were repatriated or not allowed to enter the Dominican Republic. According to the report, those repatriated came from Haiti, Afghanistan, Albania, China, Colombia, Cuba, Great Britain, Honduras, Nigeria, Puerto Rico, Turkey and Venezuela.
At the same time 592 residencies of different categories were issued to foreigners from 51 nations.
The report goes on to say that 3,140 foreigners were not allowed to enter the country by air, sea and land and 4,458 were deported for irregular migratory status.
Finally, during February, some 201 Dominicans were deported to the Dominican Republic having completed jail terms in different countries.

Strike in Licey, Santiago
A 48-hour strike began Tuesday, 6 March 2018, in the municipality of Licey in Santiago province and the lower part of the city of Moca in Espaillat province. Protestors were demanding the government complete a range of public projects. Smoke bombs and shots rang out from the early hours of the morning, with garbage thrown into the streets and tires burned, especially in the road from Moca to Santiago that passes through Licey.
A group of different organizations, led by one called Freljob, called the strike that is affecting transport, business and education. Although the Popular Front (Falpo) is not taking part, representatives of the movement say the demands of the people of Licey and Moca are fair.
The people are asking for the repair of main roads and neighborhood streets, 24-hour electricity and an efficient water service for the different communities.
Police presence has been increased in the area in an attempt to avoid any problems.

Legislators who represent La Altagracia province have requested the Medina administration to implement a development project to revitalize the blighted, low-income neighborhoods along the coastal beach area of Bávaro-Punta Cana.
Senator Amable Aristy Castro and deputies Juan Julio Campos, Hamlet Melo and Ruddy Hidalgo are demanding the project, known as the Tourism Destination Organization, be quickly implemented and be coordinated by the Ministry of Tourism to improve the quality of life for hundreds of low-income families who live in the area. The problems are especially acute in the neighborhoods of Mata Mosquito, Villa Playwood and Cruce de Friusa, where a large number of Haitians have settled.
Thousands of undocumented Haitians came with work contracts for the construction of the large resorts in the area and have overstayed their work permits arranged by the engineering companies. While many of these workers were able to legalize their status under the governmental PNRE program and others, many others who arrived without proper documents, have taken up residence the area.
Deputy Hamlet Melo reiterated that it is urgent to confront the social and health challenges of the low-income neighborhoods in the region.

New airline could compete with big airlines
Dominican Wings announces an investment of US$60 million to purchase a fleet of A320 Airbus airplanes and kick-start its operation as an ultra low cost airline for flight operations using Dominican international airports.
The president of the Dominican Civil Aviation Board (JAC), Luis Ernesto Camilo, said that he recently was introduced to the lead investor of the company, Michael Powel, who is now president of the board of directors of the airline. Also attending the meeting was Gonzalo Ramos Garzón, introduced as sales director for Airbus in Latin America and the Caribbean. The founder and executive director of the company is Victor Jose Pacheco Mendez.
He said that Powel is also president of the board of directors of FlyBondi, the first Argentinean low cost startup carrierthat has been authorized to operate more than 85 routes from Argentina. Powel is also the former CFO for Wizz Air Holdings.
Camilo understands that the Dominican Republic is the right place to start an ultra low cost airline. He highlighted the country offers quality airport infrastructure and high standards of security and operation.
The airline would fill the slot for a Dominican airline left by Pawa whose operations were suspended by the JAC after it fell into arrears in airport and tax payments.

Puerto Plata International flights resumed after weather-forced closing
The extreme weather affecting the coast of Puerto Plata forced the shutdown of the Gregorio Luperón International Airport in Puerto Plata. Rising waves were encroaching on the airport’s sole runway.
The airport reported that operations restarted by 6:30pm after several hours of suspension. Operations for Tuesday evening and Wednesday, 6-7 March 2018, would be back to normal after removal of debris. The airport reports some flights were sent to other airports.

Uber prices go up
Uber in the Dominican Republic has announced fare prices in the three cities they operate in the country, Santo Domingo, Santiago and La Altagracia province, have increased as of Tuesday, 6 March 2018. They attribute the higher fares to rises in the price of fuel.
UberX rides start now at RD$35, the rate per minute goes up from RD$3 to RD$4 and the price per kilometer increases to RD$10, and the minimum fare is increased from RD$75 to RD$85.
UberXL fares move to RD$40, and RD$7.90 the minute, per kilometer to RD$18 and the minimum fare will be RD$120.
There will also be increases in the motorcycle taxi, UberMoto with the base rate increasing to RD$4.50, the minute to RD$1.80, the kilometer to RD$7.50 and a minimum fare of RD$20.
Long distance fares will also increase with UberX charging RD$8 per additional kilometer past kilometer 16 and Uber XL will increase to RD$10 after kilometer 20.

Celebrating the birthday of José Francisco Peña Gómez
On Tuesday, 6 March 2018, different ceremonies were held to commemorate the 81st anniversary of the birth of José Francisco Peña Gómez, one of the most important leaders of the PRD. The PRD split into the PRD and PRM into the 2016 general election.
The main leaders of the Dominican Revolutionary Party gathered at the Peña Gómez family mausoleum located in the Cristo Redentor Cemetery. Among those attending were former President Hipólito Mejía, PRM past presidential candidate Luis Abinader, former Vice President Milagros Ortiz Bosch, senators Ignacio Paliza, Jesús Vásquez, and politician Carolina Mejía.

Charges dropped for El Boli in case of Emely Peguero murder
On Tuesday, 6 March 2018, Judge Isolina Peralta dismissed the charges against Simón Bolívar Ureña, who was accused as an accomplice in the murder of 16-year old Emely Peguero. Ureña (alias El Boli) admitted to hiding the body of 16-year old Emely Peguero. She was five months pregnant.
In his third hearing, she allowed “El Boli” to go free having ordering members of the press to leave before her pronouncement. Simón Bolívar Ureña had been in preventive custody in jail.
The Public Prosecution Service had pressed charges that he had been paid RD$100,000 to hide the corpse on the orders by Marlin Martínez, mother of Marlon Martínez, lead suspect in the murder.
It appears that, off the record, over the last few weeks there have been negotiations between the Public Prosecutors and Peguero relative’s defense team for charges to be dropped against El Boli in exchange for his testimony regarding Marlin and Marlon Martínez, the main accused of the murder of the teenager. The 16-year old teenager is said to have been murdered after having been subject to a home-based abortion. She was carrying the baby of Marlon Martínez. No charges have been pressed against the physician that would have carried out the abortion.

High waves still affecting the north coast
The ban on swimming and excursions in small and medium sized boats is still in effect on the Atlantic Coast, according to the National Meteorological Office (Onamet). The recommendations are to preserve life and property especially in areas located below sea level such as Nagua and Matancita (María Trinidad Sánchez), Gaspar Hernández (Espaillat), San Fernando (Montecristi), Sosúa and Cabarete (Puerto Plata), where the sea could enter the towns and become dangerous.
Onamet say that conditions will begin to improve from today, Wednesday 6 March, 2018 but it will not be until Thursday that a notable improvement will be seen.
Dozens of restaurants and holiday homes near the beaches of Puerto Plata have been damaged by waves.
The Center for Emergency Operations (COE) has said that on Monday night, 5 March 2018, some ten homes were flooded in Las Ermita and Las Canas in Gaspar Hernández and around 90 residents were forced to leave their homes.
In Cabarete, the streets were full of garbage thrown up by the ocean and there is also damage to the restaurants located on Cabarete beach.
In Sosua, five people had to be rescued when their boat filled with water and began to sink. The incident happened yesterday morning, Tuesday, 6 March and the rescue was directed by Navy captain Hernandez Peguero who is the Naval Commander of the northern area. The tourists, whose nationality is as yet unknown, were rescued around noon.

Santo Domingo basketball tournament starts 21 March
The organizers of the National District Superior Basketball Tournament announced the start of the championship on Wednesday, 21 March 2018, at the Palacio de los Deportes Virgilio Travieso Soto in the Juan Pablo Duarte Olympic Center. The inaugural game will be dedicated to former basketball star player Frank Prats. Rafael Barias is the 2017 champion club. The teams will be competing this year for the National District City Government Cup. This is the 42nd tournament. There will be evening games and Sunday games starting at 4pm. Admission is RD$100.
Some 40 games will be played in a regular round with the teams divided in two groups. Each team will play 10 games in the first round. Two games will be played, one at 7pm and another at 9pm on Tuesdays, Wednesdays and Fridays. On Sundays, there will be a first game at 4pm and a second at 6pm.
Group A teams are: Rafael Barias, Bameso, El Millón and Huellas del Siglo. Group B teams are: Mauricio Báez, San Lázaro, Los Prados and San Carlos.

On Tuesday, 6 March 2018, different ceremonies were held to commemorate the 81st anniversary of the birth of José Francisco Peña Gómez, one of the most important leaders of the PRD. The PRD split into the PRD and PRM into the 2016 general election.
The main leaders of the Dominican Revolutionary Party gathered at the Peña Gómez family mausoleum located in the Cristo Redentor Cemetery. Among those attending were former President Hipólito Mejía, PRM past presidential candidate Luis Abinader, former Vice President Milagros Ortiz Bosch, senators Ignacio Paliza, Jesús Vásquez, and politician Carolina Mejía.

Charges dropped for El Boli in case of Emely Peguero murder
On Tuesday, 6 March 2018, Judge Isolina Peralta dismissed the charges against Simón Bolívar Ureña, who was accused as an accomplice in the murder of 16-year old Emely Peguero. Ureña (alias El Boli) admitted to hiding the body of 16-year old Emely Peguero. She was five months pregnant.
In his third hearing, she allowed “El Boli” to go free having ordering members of the press to leave before her pronouncement. Simón Bolívar Ureña had been in preventive custody in jail.
The Public Prosecution Service had pressed charges that he had been paid RD$100,000 to hide the corpse on the orders by Marlin Martínez, mother of Marlon Martínez, lead suspect in the murder.
It appears that, off the record, over the last few weeks there have been negotiations between the Public Prosecutors and Peguero relative’s defense team for charges to be dropped against El Boli in exchange for his testimony regarding Marlin and Marlon Martínez, the main accused of the murder of the teenager. The 16-year old teenager is said to have been murdered after having been subject to a home-based abortion. She was carrying the baby of Marlon Martínez. No charges have been pressed against the physician that would have carried out the abortion.

High waves still affecting the north coast
The ban on swimming and excursions in small and medium sized boats is still in effect on the Atlantic Coast, according to the National Meteorological Office (Onamet). The recommendations are to preserve life and property especially in areas located below sea level such as Nagua and Matancita (María Trinidad Sánchez), Gaspar Hernández (Espaillat), San Fernando (Montecristi), Sosúa and Cabarete (Puerto Plata), where the sea could enter the towns and become dangerous.
Onamet say that conditions will begin to improve from today, Wednesday 6 March, 2018 but it will not be until Thursday that a notable improvement will be seen.
Dozens of restaurants and holiday homes near the beaches of Puerto Plata have been damaged by waves.
The Center for Emergency Operations (COE) has said that on Monday night, 5 March 2018, some ten homes were flooded in Las Ermita and Las Canas in Gaspar Hernández and around 90 residents were forced to leave their homes.
In Cabarete, the streets were full of garbage thrown up by the ocean and there is also damage to the restaurants located on Cabarete beach.
In Sosua, five people had to be rescued when their boat filled with water and began to sink. The incident happened yesterday morning, Tuesday, 6 March and the rescue was directed by Navy captain Hernandez Peguero who is the Naval Commander of the northern area. The tourists, whose nationality is as yet unknown, were rescued around noon.

Santo Domingo basketball tournament starts 21 March
The organizers of the National District Superior Basketball Tournament announced the start of the championship on Wednesday, 21 March 2018, at the Palacio de los Deportes Virgilio Travieso Soto in the Juan Pablo Duarte Olympic Center. The inaugural game will be dedicated to former basketball star player Frank Prats. Rafael Barias is the 2017 champion club. The teams will be competing this year for the National District City Government Cup. This is the 42nd tournament. There will be evening games and Sunday games starting at 4pm. Admission is RD$100.
Some 40 games will be played in a regular round with the teams divided in two groups. Each team will play 10 games in the first round. Two games will be played, one at 7pm and another at 9pm on Tuesdays, Wednesdays and Fridays. On Sundays, there will be a first game at 4pm and a second at 6pm.
Group A teams are: Rafael Barias, Bameso, El Millón and Huellas del Siglo. Group B teams are: Mauricio Báez, San Lázaro, Los Prados and San Carlos.
