Cannot say anything about Punta Cana Airport and "Oficinas de Cambio".

The tourist card and departure tax have to be paid in dollars US at the airport. That is if you cannot buy one at a Dominican Embassy/Consulate in your own country or through a travel agent.

Would be very surprised if you couldn't exchange euros for pesos in Punta Cana. In Sosua, all the change places have euros on the list of currencies they exchange.

Euros in Punta Cana

You will have to buy your tourist card with US Dollars. There is no problem to exchange Euro's into Pesos in Punta Cana, every bank or exchange house (Casa de Cambio) excepts them. The current exchange rate is 1 Euro = 15.35 Pesos.
