Punta Cana to Toronto

I have a Canadian friend that wants to return home from Punta Cana to Toronto in mid August. Is anyone aware of direct flights? I believe there are some charter companies that will allow this, just for passage only, need to know how much of an advance notice is required. The person is reluctant to travel by scheduled airline requiring a stop in the U.S. before final transport to Canada.

The kicker in this situation is the friend wants to travel with a small pet dog. I feel this is doubtful under the circumstances (airline embargo), but could be possible. Otherwise, the pet will have to be boarded for three months until the owner returns. Any suggestions? Regards, PJT

Since the demise of Canadian Airlines and its once a day YYZ- SDQ flight you have AA via Miami or NYC or BOS, US Air via PHL and Continental to EWR though there are no connections to Canada on the same airline so that's out.

Theoretically if it is dangerous to go via USA you can go SDQ to Havana and then Havana to either Toronto or Montreal. Since it is Cubana you can bet they aren't stopping in the USA first.

Or fly to Lima then non stop on Air Canada but that is pretty extreme routing to say nothing of the cost.

Otherwise they wil have to try to buy a ticket on Transat or Skyservice from either La Romana or PUC if they can.

Canada needs evidence of (no) rabies as does the USA for pets or they are quarantined.

You can go through USA, MIA airport on AA without a USA visa - they have a lot of TWOV passengers per flight - I think it is $100 US fee and you better get there an hour earlier than normal for the paperwork - they (AA) sit with the DR resident in the Miami departure lounge and ensure the passenger boards the Toronto flight.

If this person is a Canadian citizen then TWOV would be unnecessary and if they are prohibited to enter the USA then TWOV would be risky. You still go through immigration clearance.

Ricktoronto, thanks for the reply. The person is Canadian and wants to get home in the most direct route. What is TWOV (tranport while on vacation? ) ? The dog is the gamble in this transit. Regards, PJT

TWOV is Transit Without Visa ( TWV I guess since without is a single word) where AA takes Dominicans ( mainly) with say, a Swiss Visa or Spain visa and escorts them through immigration and keeps them in custody until they are loaded on the outbound plane and the plane leaves the gate.

AA or any airline is financially on the hook for people who use the plane then get to say, USA and try to sneak in, apply for asylum etc.

A Canadian with a dog with rabies proof should be able to transit Miami no differently than anyone else - I had a dog and the only requirements to enter the USA were evidence of shots up to date. Quarantine applies without such proof and I sould suspect re-entering Canada will have the same burden since the Canadians cannot tell where the dog came from any more than the Americans.
