Procedure to get bill before congress

What is the procedure to get a bill before congress? Say stronger laws against sexual offenders.

Also is there a school board in DR where parents and citizens can voice their opinion?

I ask because I would like to get involved. Thanks!!

Only members of Congress, the President, the Supreme Court in judicial matters and the Central Electoral Board in election matters have the right to present a bill in Congress (Article 38 of the Constitution).

School boards don't exist in the D.R. Most private schools have parents' committees.

So do write to your congress man or march in front of his office? Maybe present him a letter of petition and promise him the votes of the names on the pettion, if he puts his foot forward?

If there is no school board how can one present an idea that can better education. Or how can citezens offer there opinions to a solution to a problem?

Maybe the media?

Go school by school?
