Can one of you computer weenies tell me which is the best format to use when scanning pictures onto my computer to send as attachments. Should I scan them as image jpegs, bitmaps or what. Thanks in advance.

Jpeg's are best. Small, and resizeable. BMPs are fixed size and resolution.

For the web

Jpeg is the best way to send through the web, just make sure the resolution is lower than 100 and use pixels of around 300 x 300 or less. If you send a high res image it's going to take a century for a 56k computer to download.
