It will be pretty hard to get a visa for Spain for your Dominican friend unless he is very wealthy and established in the DR.

Because of the creation of the European Union, you can no longer apply for a visa to a specific country included in the Union. Rather you must apply for a Schengen Visa, which will allow access to all of the countries of the Union. They are not often given out, besides to wealthy businessmen, from what I hear. I would think you would need a separate one for the UK, but I am not sure. Maybe someone else will know?

Sorry to be the bearer of bad news

You could do a search in the Archives for 'Schengen' or 'Europe visa' I think there is probably some info there too.
