how is the 'Ladino" language when compared to Spanish. Would one who speaks Spanish understand Ladino?

This is probably not the best site to seek info on Ladino. The DR never had an indentifiable Sephardic community (though one of its former Presidents was reportedly of Sephardic ethnic lineage). A little event called the "Spanish Inquisition" played a role in this.

Later Jewish arrivals tended to be Ashkenazy.

The major Sephardic settlements in the Americas were in the Dutch colonies, including "New Amsterdam" (New York City), though I know there is a large one in Mexico City. The best place to hear Ladino spoken today is probably Istanbul in Turkey.
