visa for cuban citizen

I am attempting to get my cuban lover to vacation with me in the dominican republican. can anyone help me as to how to achieve this and get him out of Cuba which is an awful place. thanks

Don't Cross Post

In more than one section - the regulars read the new posts regardless of where and it's been answered, in short you are SOL.

Bad luck getting Cubans out from the Cuban side let alone getting a visa for them to go INTO anywhere, if you did not realize that they rarely get "vacation" exit visas either.

Not a HUGE chance of returning for obvious reasons.

Seriously this alleged boyfriend of yours LIVES there for criminey's sake - he must know what is permitted (nothing) and forbidden (everything) in terms of travel freely in and out of the country (none). I would think for a gay man they'd be even less accommoddating since they are not the most permissive culture in Cuba.

I have friend - American - lived in Havana for 8 years and knows the rules well as he had to literally leave every 30 days for either Bahamas or Mexico to renew his tourist card and was thrown out when the Pope visited (allowed to come back when Papa skeedaddled) and was also arrested twice for having no papers on him during an univited and baseless roust.

Nobody who was not a party member with status got an exit visa to go anywhere. And a vacation was never consdiered grounds for even asking.

Even the DR might listen to a request for refugee status or asylum from him so they are not going to grant a visa assuming they have a consulate in Havana to apply at.

Tourist visas for Cubans !

These days of prohibiting any journey abroad to Cubans are over. Any cuban citizen unless he is a doctor or does not integrate into the rules of socialist life nowadays may travel to another country provided he/she is invited by a foreigner and the country he/she wants to travel to grants him/her a visa. To obtain an exit visa is not difficult but costly. Any Cuban citizen being abroad as a tourist must return to Cuba within 11 months if he/she does not want to lose the chance to integrate himself/herself again into Cuban life. An exception is" the permit to reside abroad" granted by the Cuban government to its citizens who get married in Cuba or abroad. People with that status may live abroad and return to Cuba without a visa and are even allowed to integrate themselves again if they wish to return to reside in Cuba again. The problem is not toobtain an exit visa but to obtain a tourist visa for another country. Even in the DR for Cubans it is almost impossible to obtain a tourist visa.
Some countries do not require any entry visa for Cubans i.e. Haiti.

Solution

If this is true then fly non-stop to Haiti from havana then sneak into the DR via the Haiti border.

Flights from Cuba to Haiti

From Havana there are no flights to Haiti only from Santiago de Cuba once a week to Port au Prince on Aerocaribbean, a Cuban regional and charter airline. Since Cubans do not need a visa to enter Haiti as tourists lately many of them have travelled to Haiti and from there they cross the border to the DR illegally just the same way some Chinese people do. Just remember the now pending case of the Dominican ex consul in Cap Haitien and now deputy in the DR congress whom they charge of having been illegaly involved in these deals !

My wife is a legal immigrant to the US from Cuba so I am familiar with Cuban immigration requirements. As one poster indicated it is not that difficult for a Cuban to leave the island. They do however need an exit visa known as a Tarjeta blanca. To obtain this they need a letter of invitation from a citizen or permanent resident of the country they want to visit. In order to get an exit visa for a trip to the DR the Cuban would need the "carta de invitacion" from a Dominican citizen. A citizen of a third country cannot sponser a visit bya Cuban to the DR.

What is much more difficult to obtain however is an entry visa from the country the cuban wants to visit. I do not know what the requirements are for a Cuban's entry to the DR but it is very difficult for an ordinary Cuban to get a tourist visa to the US or Canada.

If you are not a Dominican citizen your friend will not be able to get an exit visa unless you can find a Dominican citizen who would sign the carta de invitacion. The quickest way for a Cuban to get out and be able to stay in another country is to cross illegally to the US. Once a Cuban arrives in the US--whether legally or illegally--they cannot usually be involuntarily deported back to Cuba. There is a special law that provides special status to Cubans (the Cuban Adjustment Act).

do you know anyway how to get an individual out of cuba since the "conventional" way is sooooo difficult. Any help would be appreciaited

If he goes to Haiti

Wouldn't you need an invitation from a Haitian resident, after all you want to then sneak into DR with a mordida paid at Darjabon or wherever. Since Haiti doesn't need a visa to come in this solves the getting out of Cuba part.

In a pinch the two could vacation in Haiti I suppose. Learn Creole tout-suite.

A foreigner with a permanent residency in the Dominican republic may also sponsor a Cuban citizen for his visit to the DR. He may sign the carta de invitaci?n to obtain the exit visa as well as be the sponsor the Dominican government requires to issue the tourist visa. I have personally done it and I am not a Dominican citizen.
