Even though they applied for the service, I'd be surprised to see them start it. Remember, they didn't do very well in the EWR-SDQ market. Their niche is the vacation market, not VFR. All their recent expansion has been to Florida, PUJ and CUN.
Additionally, CO announced their going from daily to 5 weekly flights in EWR-STI, so maybe between AA, CO and NA there is too much capacity in the market.
