I don't think the $$$ can be classified as loans because loans get paid back. After reading a few Dominican newspaper articles already the amount has varied from $500 million to $1 billion US dollars. The crooks there have nobody else to steal from so now it is time to beg the USA. After all, someone has to pay for the presidents payoffs to get re-elected.
