First is it possible to start a communications company in the DR? I would like to install fiber optic cable to interconnect several hotels and office buildings. Is there someone who could assist with this process?

Be very, very careful. You will be charmed, dazzled and you will find yourself parting with your money. My advice: find a business partner in the Dominican Republic, someone who is established with political connections. Otherwise, you will constantly come across endless fees, bureaucrats who lose the paperwork unless you come up with a "regalito."
