One could have "The Dominican Republic Financial Responsibility and Management Assistance Authority," a control board.

This board, appointed by international financial institutions, would oversee the operations of the Central Bank to ensure monetary stability and would oversee the expenditure of moneys by the executive branch. Reform could be achieved by streamlining government agencies, dissolving the armed forces and just having a National Police, under civilian control. Don't worry, the Haitians aint invading, not militarily anyway. One could have a ceremonial guard for presidential purposes, for when Hippo plays president. After all, what do all those Generales barigones do anyway? They are a prime example of the velocity theory of money gone negative: you pay 70 generales and hundreds of high officials to do nothing, who in turn demand bribes, finder's fees, percentages of contracts and regalitos. Before you know it, you hear the great sucking sound of financial blackholes like Baninter.

As Suze Orman would say, "you can't go against the basic laws of money. " When you violate the basic rules of money, you lose wealth, be it a person or a country. Funny how they still have not learned that by printing money, you make everyone poorer. When you had the Central Bank printing money to cover bank runs, people buying dollars with the funny money and the Central Bank using its reverses to support to peso...well, you don't need a Ph.D. in economics to know that this is not sustainable.

But going back to the "Board," This could work for Hippo politically as when people take to the streets, he can blame the control board. But eventually, things stabilize and people can afford their platanos and chickens again and Hippo can then take credit for the positive results.


After agreed goals are achieved, the Control Board would dissolve and the government, once and for all, learns the lesson that inorganicos are not the way to deal with fiscal

Only political hacks need apply

This is idealist. It would create another bureaucracy for political hacks to dine at the peoples expense. Once a bureau is conceived it will never, I repeat, never go away. Regards, PJT

Well, I see your point. But this kind of idea has been tried before. The premise is that for new money to come into the system structural reforms will have to be achieved and you tie the disbursements to results. Poland is a good example of how a country went from having the government be the only employer to an efficient free market system. Every peso that the government spends paying a general barigon is not productive. Quite to the contrary, that peso is subsiding inefficiency and more corruption -- is like the theory of the velocity of money, only in reverse. Multiply this by 70 generals and most of the political establishment-- well, we all heard the great sucking sound of Banintergate. Put money in the private, productive sector and they will create employment and true wealth.
