Best DR bank for US$ accounts?

I will be traveling to the DR this winter and want to open a US$ account. I already know the minimum amount is $500. What is the best bank for this given these priorities:

1> I want to shelter cash from future US creditors.
2> I want my money to be relatively safe (avoid bank failure)
3> Mail deposit/withdrawal and wire transfer available if I
am not living in DR.
4> Possibly future Internet banking availability.

if #2 is an actual priority, frankly.

For $500 or so they are all safe enough I guess. Maybe you should stick with Scotiabank which is a Canadian banks' subsidiary in the country and should be OK with moving money around.

I wouldn't put $50,000 in any of them though.

Escott, I've paid my bills all my life even with the low-level jobs I've had. It's getting much too late in life for anymore of that bullshit. Paybacks are a bitch!
