DR vs. DR1

I have been reading some of the threads and noticed in some conversations there is mention of a time "before DR1".

What was DR and what is DR1 which I am assuming is now?

Is there truly a difference? Politics? The electric/water hikes??
Please clearify to a soon-to-be visitor/gringo!!
