I would think it would be pretty lucky to get caught doing something with only the cedula in the "wrong" name so if there a risk of jail etc., in the future they can throw the "wrong" one out and the "right' one is clean.
I can think of street girls who get caught all the time without a real cedula or someone else's cedula who would love to have two or three they could dispose of if they got picked up. When the DO get picked up I don't think they are getting busted for having the wrong ID, but for being a nuisance.
In any case I certainly would not carry both at once to have both found at once.
