I have often wondered if the US$Billions stolen by Mejia can be traced. The Central Bank website has many publications. Some of these are there most likely a requirement of the IMF, et al. I looked at a file called "Balanza de Pagos". All countries publish this data. It essentially outlines the flow of money in/out of a country.
I read the Dominican, Mexican and US "Balance of Payments" statements. They all contain a line near the end of the statement that reads" Errores y Omisiones". This captures book keeping type errors. As a percentage of total imports/exports, the Mexican and Amierican are less than 1%.
The Errors and Omissions in the DR Central Bank statement is a whopping 15% of imports/exports. They cannot account for US$1.2Billion that flowed into the DR....and this is just in the first 9 months of 2003.
So there it is ...ladies and gentlemen...in black and white...published on the internet for all to see...Mejia and Malkum proudly admitting that US$1.26Billion just......DISAPPEARED!!
