Gold prospecting?

Does anyone know the laws on prospecting in the DR? I belong to a Gold prospecting association in the USA and am moving to the DR and was wanting to know if i should bring My pans. It is for recreation only not to make money or anything. I know the DR has a rich gold Mine.

Art. 103 of the Dominican Constitution states that minerals in the subsoil belong to the government and may only be exploited by obtaining a concession from the government.
