I read a United Staes Department of Agriculture statistic that was saying the DR was a major competeter in North America for exporting untanned leather to Europe. If that is the case the raw materials for a leather industry exist in the DR.
Is there a cottage industry in the DR for leather goods? If there is has anyone exploited that source for imports to the US?
An industious population and raw materials and proximety to US markets should make it a good option.
Just an uninformed observation.

People I know say Dominican leather is no good

for high quality work. they import their leather from Venezuela or Argentina.

Apparently the Dominican cowhide is too marked by ticks to provide top of the line leather goods..

this is what I have heard from Bermudez and Bojos...I could ask Acra in SFM..

Oh yes, some leather goods are made here: Machete sheaths, saddles and bridles, some shoe leather...
