The Samana case is raising all sorts of issues, one of which I had planned for later in this Forum's development, but perhaps we so go ahead and start exploring now, namely:

The DR currently does not have any proper disposal mechanisms for toxic and noxious wastes, materials and end-of-life (EOL) products. (Legal) export of such material is too expensive and difficult to be a practical option. So, where in the DR could a "security" landfill meeting international norms be established, and who should be in charge of setting it up and maintaining it?

It will have to happen sooner or later. Want to wait until there are significant cases of lead or mercury poisoning to consider what to do with such wastes and EOL products? Want to wait until some bureaucrat decides, without public input, that your backyard would be perfect for the disposal tasK?
