How does an American citizen go about opening a bank account in the Dominican Repuplic? Or can he/she? What are the current interest rates like?

Search on this basic question here and you will find oodles of threads on the subject, in short you can, quite easily , the rates are high for pesos and higher than USA for US$, and you are taking a big risk as to liquidity.
