Volunteer Observers of DR May 04 Elections?

I read on DR1 & other sources that various national, regional, & international organizations are "observers" - Official? Unofficial? Not clear. Legal powers? Not clear! The group that fomer U.S. President Jimmy Carter heads is not participating this year; again, reasons unclear? Do any of these organizations want expatriates living in the DR to participatr as volunteer [ie unpaid] volunteers? How? When? Whom? I wager that many, perhaps 100s, of ex pats would volunteer, just for the [perhaps positive] experience. Thank you.

This was discussed extensively at the seminar I attended last week in DC and I will share my notes on what was said when I return to my home computer.

TM: there are 25 OAS observers slated for the May elections with posts in SF de Macoris, SP de Macoris, POP, Monte Cristi and other sites which I will need to review my notes to be sure.
