My friend's brother is 17 and has an expired US passport and US birth certificate. Can he fly to DR???

A RAISED SEAL birth cert.should do the trick!

Tell him to bring his drivers' license. Also expired passport and birth certificate. As a tourist coming to spend money, he should have no trouble getting into the DR.

Thanks for the info guys but I ended up making the trip myself and my passport is valid.
