The beach is open, I don't visit there much because I prefer to jump waves and or swim. We generally go to an area called Cofresi where the water is deeper. The beach in Costambar is nice enough but there is coral in close to the shore and not good without water shoes. Large beach area. I have never heard the noise from the plant but the residents of the area still complain on occasion. The major hotel n the area has been closed-Bayside Hill. Stop in at sams bar & grill in puerto plata when you visit. enjoy your stay.
