Dominican Passport abroad

I have the following question, maybe someone knows an answer:

Is it possible to renew a dominican passport in an embassy or consulate in europe, or can it be renewed remotely, being abroad, or does one need to be in the DR to renew his or hers Dominican passport?

That's what embassies and consulates are for

You should be able to renew your documents at Dominican consulates all over the world. They might charge you a bit more but it is where it is supposed to be done.

The best place for Dominican expatriates to renew their passport is at the entry airports that offer the express service. You pay a little more for the service, but you can wait for it, and it costs much much less than at the consulates abroad.

I would think you could enter the DR with an expired Dominican passport -- maybe someone else can have definite information with all these new security law changes. The problem could now be that the US authorities may not let you leave the US with an expired passport, but that you would have to check with the airline, or someone else in the know posting on this forum could share information if they know better.
