new DGAC law on charter flights

Our new DGAC has filed a letter with all charter airlines that only 40 flights maximum can be flown to the DR under a charter airline. Anyone aware of this new information and what it actually means to the airlines that have already scheduled thier flights for the season and are being informed at this late stage of a rule that is effective immediately?

The letter states 40 flights maximum per month. Many of the airlines have more then this to a single airport (POP or PUJ) per month - and will have to replan thier schedules or contract other airlines to fly the route

Osiris Ramirez is the fool the question is to be asked to since he is the one that came up with the idea and is now charging operators a hefty fee to approve more flights, sort of like a toll for services.

Osiris is a genius, dont say that, ELY, please let me konw his expirience in the airlines industries, or let talk about everybody expirience in the new DGAC.
