I have a little girl who was adopted in the DR and brought to the US. Her adoptive mother was arrested and her rights were terminted when she was sent to jail. We are trying to adopt this child in the US but have been told she can only be adopted once and the DR will not recognize a second adoption. It that true? How can I get a birth certificate with my name on it? Any help would be appreciated. Thanks,
