Citizen of the U.S. or the D.R.??

If a child is Born in the Dominican Republic, and the mother is married to an American, But yet she carries a permentant resident green card. Is it true that the child can be registered as an American by notifying the U S Consulate. And would the husband have to be the one to do this.

Please help... Thanks....

My 10 year was born in the Dominican Republi. Her mother is dominican and i am american. We where not married. I clamed at the U.S.consulate. She has a US passport and a US birth certifecate CERTIFICATION OF BIRTH ABROAD OF A CITIZEN OF UNITED STATES OF AMERICA she live here in conn. with me The husband will have to clam the child

This would be possible only if one of the two parents were a US citizen.
