I've recently read in a forum thread that there would be a new law on residence visa, that one will need to apply for it only in a DR embassy/consulate abroad.
Is the law in effect already? I've read it is better to apply for a residence visa while still in my country, which might make the procedure easier (or quicker); but does the new law make it a must to apply in a consulate abroad? By the way, I am not in the DR.
