Does any one have info on the kind of boat options to watch whales in Samana?
I am actually looking to rent a live on boat for aproximately 15- to 20 people.
Is there such a monster there?
Thank you for any info.

No, if you are talking about whale watching in Samana Bay, and you probably would be kept out of the whale area if there was. Private boats are not allowed into the whale area during the whale season.

If you are talking about taking groups to Silver Bank, about 75 miles off the north coast, for whale watching, you would have to investigate whether you could get a permit.

There are several operators who go to the Silver Banks with boats carrying about 15-30 people. Some of them leave from Florida for week long trips and you might be able to charter a whole boat for one of these trips, provided you have the dough (and the stomach to weather the rough seas).
