If when you come it is not available, just take the commuter bus to the Bavaro area and then to Cortecito. For sure in that area there is parasailing. To get to Secrets you need to take two commuter buses -- RD$60 for the ride. Much cheaper than the US$25 (about RD$800) the taxis will charge.
