Have the papers translated into your native language and stamped in your Consulate here?
Go ask your consulate people what to do with them.
My first thought was a bit scatalogical so i did not post it....

www.
I believe you would need to validate the marriage certificate at your consulate in the DR.

I believe previously you need to take the document to the Procuraduria General de la Republica and then the Cancilleria (attorney general office and then the Ministry of Foreign Relations) to have it legalized.

I'm fairly certain you didn't mean scatological.

Before getting the certificate legalized at the Procuradur?a and Cancilleria, it must be legalized at the Junta Central Electoral.

If Luxembourg does not have a local Embassy or Consulate, you should ask the appropriate Department in Luxembourg as to how to proceed for this final step.

la Junta central?
My wife went to san pedro and have now an acto de matrimonio
and that I went to the different Proc and Cancellireia,

The ACT you receive the day of marriage is nothing worth, and you have to get the Acto

The Procuradur?a and Cancilleria won't do anything unless they see the legalization by the Junta Central Electoral. The Consulate won't authenticate anything unless they see the Cancilleria legalization.
