Resorts/Local Guests

I am flying by myself to an all inclusive resort in Playa Dorada and will have a friend of mine join me for a few days when I am there (a resident of Puerto Plata). Does anyone know if I have to do this through the tour operator I am booking through or can I sign them in right at the resort--I am wondering which way is more cost-effective. The tour operator price seems high to me.

Typically, "Locals" with a cedula pay about 1/2, (or substantially less than) what Gringos pay at hotels.
Why not have your friend call the resort for a price quote, and you can ask your travel agent for the same.

Good idea-thank you--what is a "cedula"? I am not sure yet which resort I will be at as I am waiting until I get a little closer to my leave date to get a better price. I wanted to be sure that I would be allowed or that the resort would allow someone to be signed in if I booked through a tour operator.
