If this isn't currently known in the DR, I would be interested in hearing from knowledgeable observers.

In particular, aren't the real estate laws in Florida (where this broker is licensed) rather onerous about representing any property let alone one that is not in the US?

Obviously, the broker could just be setting up shop in Punta Cana and avoiding any licensing questions, but it's not likely that they won't be presenting this in Florida.

This is not to question this very successful, very visible firm--just wondering what all the legal ramifications are.

I found this on a resort news page

It purports to announce the appointment of an exclusive broker and it is indeed a highly visible high-end broker that I know of in Florida where I live. So it doesn't sound like a bad fit and I am willing to accept that this is true.

Just wondering what anyone knows about registration roadblocks and how Michael Saunders might deal with them.
