Indeed, the legal profession in our Dominican Republic needs to be further regulated by the creation of a model of rules of professional conduct. El Colegio De Abogados Dominicano is corrupted and is not doing a good job or serving justice or equal protection of the law.::

Lawyers, need to be tested, by the lawyers regulatory commission, for competence: A lawyer shall provide competence legal representation to clients. Competence can be assured by reflecting the required legal knowledge, skill, thoroughness and preparation reasonably necessary for the legal representation by passing the a "National Lawyer Regulatory Competence Test". :

This Lawyers Regulatory Commission shall totally regulate the legal profession in all the pertinent areas, such as:
1) Law Firms And Associations as it may pertain to e.g.:
a) Responsibilities of a partner or supervisory lawyer.
b) Responsibilities of subordinate lawyers.
And regulate the entire structure of the Law Firm. :

2) Lawyers Public Service, such as Pro Bono Publico Service, membership in Legal Services Organization.::

3) Maintaining The Integrity Of the Profession, Such as :
a) Admission and Disciplinary Matters; to the legal profession, after passing the National Lawyers Admission Test.:
There are too many rules and regulations to put forward on this thread. However , the point is clear, lawyers need to be further regulated as they are like "CHIVOS SIN LEY" at this point and time in the Dominican Republic. ::

I hear about so many fraudulent legal representation, where the client is totally misrepresented and their money literally stolen, and when the case is taken to the "CARD" for a solution 99% of the times they rule in favor of the lawyer because they basic have no regard for the integrity of the profession and protect each other thus creating a totally corrupt process.::

The bottom line is that the legal profession in DR needs a major overhaul, all those crooked lawyers need to be banned from practicing law.:chinese:

and motoconchos who park their bikes sideways in the middle of a crowded intersection?

The moto-conchos people can get citations for illegal parking and get their motorcycle towed away. Pertaining to the where you start, you start by enforcing the law and you stop once they are all in jail, specially the corrupt police officers::

Law enforcement implementation policy is an imperative required measurement; to minimized the chronic, wide-spread corruption affecting progress and development and the delivery of vital direct social services to the Dominican people. There are millions of law abiding citizens in Dom.Rep.

Might as well just build a fence around the whole country then and call it a prison.

MEANING THAT ANYBODY, REGARDLESS OF THEIR SOCIAL ECONOMIC STATUS, CONVICTED OF CORRUPTION, TREASON TO THE STATE BY STEALING, FROM THE PUBLIC FUNDS WILL BE PUT TO DEATH, NO LOS QUEREMOS, NO LOS NECESITAMOS!:

They are all just waiting for their chance to get on top or they wouldn't tolerate it. Honest people cannot abide corruption. Hipolito was proof that democracy doesn't work for everybody.

ALL excellent suggestions elchino & you are right these alterations to the Judiciary do need to be implemented BUT, ..............

MrMike is ALSO correct in stating that there are so many OTHER areas of corruption, inefficiency & people thinkjing just for their OWN pockets.

The ONLY time when such grand ideas will happen is when the PEOPLE want it enough, not when it is IMPOSED upon them.

People will only WANT it enough when they are aware of what their vote will buy (rather than the qick meal they receive when they SELL their vote!!). More people/authorities through the legal system = more jails required.
More regulations against parking = more cash from the peoples pockets.
More education of the people = more schools & higher paid teachers.
Then there is better paid police to stop corruption, better training facilities for the institutions to create better police, military, teachers, ..............

As the country is as yet not producing enough to pay for all this, as the inefficiencies in Government, power supply, policing etc. drain the current resources, & STILL the people want better roads, cheaper fuel, lower import charges ........ where is the money going to come from for the "Improvements"? All of the above (though plaudible) take TAXES &/or money out of peoples pockets - do the people WANT the improvements enough to pay for them??

You suggested (rightly or wrongly as I do not wish to start a political argument) "POWER TO THE PEOPLE" - great idea, but to get to this level you must have an educated "people", educated in economics as to what each of their 'Requirements' will cost in terms of increasing their own financial outgoings. I would suggest that your requirements for the Judiciary alone would remove in the region of RD $2,000 per person per month from "The People" - spread proportionally that would be RD $3,000 pm for the well paid & RD $1,000 p.m. for the basic wage earner.

DO THE PEOPLE WANT IT ENOUGH? ~ Grahame.

Please, allow me to address the above point and issue: Yes indeed, the purchasing and selling of individual votes is an issue, due to the lack of education and the lack of knowledge of how a representative form of government really works in a democracy.:

People who sale their vote, are selling their political conscious, and representation and their soul to the DEVIL.:

Look at it this way, if a man running for public office, invest RD$20 millions of his own money to get elected to a SALARY OF RD$10,000 a months, do you think that he will be representing those people he purchased those votes from or even those that just freely voted for him? This is how corruption become an objective for that candidate that invested RD$20 millions out of HIS own money, cases like this are good target to prevent corruption.:

The people need to realize that they need to financially cooperate with a political party that will truly represent them and that without them, and their vote, that political organization will not get to a position of govermental power to make life better for them. Instead the guy who invested theRD$20 million will get the job and represent him self to get his investment back; the result is corruption and no representation, thats is whats going on right now, so those people who sold their vote should not complaint.:

The people have to stop asking for a quick meal or money for their vote, and financially support a political organization that they can put in power as their own "government by the people and for the people", when that happens they will get truly represented and better living condition will be provided.:

I think most of the good people on this notice noard/forum FULLY realise the need for awareness & education elchino so there is no need to try & preach it here. What YOU need to do is find some way of getting this message over to the voting populce ...... the poorer paid Dominicans!!

If you come up aith a good solution which is easy to be understood by someone suffering from hunger opains & no job, make your pitch & give us your marketing plan - some would be just too pleased to help you get the message out if you can guarrantee at least 50% of the audience will have 'Listening Ears'! ~ Grahame
